LANES (Los Angeles Network for Enhanced Services) is a community-based Healthcare Information Organization (HIO) whose mission is to improve health care delivery by building a platform that enables cost-effective and secure electronic exchange of patient medical records among public and private health care providers and health plans in Los Angeles County. LANES seeks to make personal health information available when and where it is needed for patient care, safely and securely.
LANES uses a combination of the following systems and services as its core technology infrastructure:
- Nextgen / Mirth Connect
- An extensive set of AWS services
- Google Healthcare API (FHIR CDR)
- Google Big Query Datawarehouse
These services and more are used to link healthcare records across participants of the Health Information Organization. Participants in the LANES network have their own Electronic Health Records, lab and radiology information systems, and Practice Management Systems. Using a variety of industry standards and APIs, these systems are able to maintain bidirectional communication with LANES.
The Chief of Technology and Innovation must have exceptional Health Information Exchange (HIE) technical knowledge and experience, project management skills and service delivery management skills in a complex multi-vendor, multi-client environment. Knowledge of implementation processes for health IT systems, health information exchange, and clinical data repositories and the way these systems can be used to facilitate the collection and sharing of clinical data from physician practices and EHR systems is a requirement. This position will work closely with the LANES Account Executive, Program Director, Clinical Implementation Manager, and other stakeholders to implement and deploy services, provided by the HIO, that improve the clinical outcomes and adoption of LANES service. This position will also be responsible for the planning, coordination and execution of any additional projects that contribute to the advancement of the organization.
This position will also work closely with the LANES leadership team to identify and successfully implement innovative technology to enhance HIO service offering.
Special Note: This is a virtual home-based position. Will be required to attend in-person meetings in the Los Angeles area on an as-needed basis, usually at least once per week.
This is a full-time benefitted position. The pay range for this position is $210K - $240K annual.

ESSENTIAL FUNCTIONS
Business Development
- Trusted advisor: Continually develop customer relationships by providing high value-added insight to customers, proactively identifying, and addressing their business needs
- Solution development: Working closely with the Account Executive and Clinical Implementation Manager, identify customer business needs and direct LANES technical team to create customer-specific solutions
- Proposal development: Participate in sales cycle offering LANES HIO services, clearly articulating how customer business needs can be technically implemented
Implementations
- End-to-end ownership of the technology solution. Manage pipeline, define, and manage scope, create, and update the project plan, staff the technical and implementations team, manage execution, oversee the validity and quality of deliverables
- Direct technical teams, liaise and communicate with senior management to deliver LANES services efficiently and effectively
- Serve as overall implementation lead for all in-flight customer projects, ensuring inter-project issues, risks and budgets are effectively mitigated and managed. Direct large, strategic cross-functional projects
- Adherence to scope management and change control processes; assess and evaluate scope changes for feasibility and impacts on commitments. Negotiates and manages scope to ensure commitments are achieved within agreed upon time, cost, and quality parameters.
- Identify and track project goals, timelines, and action items
- Identify risk factors, develop risk mitigation plan in conjunction with the project plan
- Ensure projects and overall customer program(s) run on-time, within budget, while meeting and/or exceeding customer expectations
- Technical monitoring including reviewing the project progress to ensure that tasks and deliverables are completed in accordance with the contract requirements, identify the hardware, software needs, project work plan, and adjust the tasks as needed
- Develop and update interface specifications identifying the hardware, software, data requirements for each Implementation and ensure their execution
- Review and update LANES technical specification documents and testing plans periodically to ensure that they are current
- Plan, coordinate, monitor and implement LANES projects and services that include but are not limited to Admit Discharge Transfer (ADT) data feeds, Continuity of Care Document (CCD) data feeds, Encounter Notification Service (ENS), DIRECT Secure Messaging (DSM), and other projects related to the agreed upon Use Cases
- Participate in vendor user group meetings and provide feedback on the vendor
- Financial monitoring including reviewing the current and cumulative project labor hours and costs against the budget and amount of work completed
- Manage the project status meetings with distributed project staff
Administrative Oversight and Execution
- Actively manage administrative processes, ensuring project teams complete on-time and accurately to facilitate executive level reporting and insight
- Manage the technical implementation staff
- Facilitate and manage the Interoperability by coordinating testing with participants and maintaining testing matrix
- Conduct quality assurance (QA) on data feeds and work with data providers to improve the quality and consistency of the data
- Schedule and facilitate LANES Business Go-Live Meetings for implementations and services with technical, clinical and or business leaders from LANES and participating organizations.
- Assist Technical Operations with scheduling and coordinating product updates and infrastructure upgrades
- Support the development of a population health reporting service in collaboration with the Operations team
- Support the monitoring and management of issues related to population health related project implementations
Thought Leadership
- Establish processes and procedures for obtaining participant post-go-live assessments and feedback
- Support LANES leadership in developing and disseminating insights about key HIE industry trends and/or the development and application of innovative services delivery approaches and/or solutions
- Recommend information technology strategies, policies, and procedures by evaluating organization outcomes, identifying problems, evaluating trends, and anticipating requirements
Additional Responsibilities

- Maintain professional, policy, and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies

JOB QUALIFICATIONS
Minimum Qualifications
- Bachelor's degree in information technology, business, engineering or related field and a minimum of ten (10) years of project management and leadership experience or an equivalent combination of education in a healthcare related field
- Seven (7) years of service delivery experience is a must
- Knowledge of process development and rapid implementation is a must
- Subject matter expert in Health Information Exchanges and Health Information Technology (HIT)
- Knowledge of AWS infrastructure and possess the ability to design and manage scalable and reliable solutions
- Knowledge of relevant industry standards like FHIR, HL7, CCD and IHE
- Knowledge of technology standards (JSON, REST services) and reporting via SQL
- Knowledge of workflow process in clinics/practices and quality improvement reporting
- Knowledge of HIPAA rules and regulations
- Excellent organizational and time management skills
- Excellent written and oral communication skills with experience in public presentations
- Ability to develop trust-based relationships with customers, LANES team and all stakeholders involved
- Proven ability to delight customers, and develop advisory-level relationships
- Superior communications and influencing skills (to drive impact) – verbal and written
- Highly collaborative, able to easily interface with customers and vendor
- Support operations related projects within the Operations Team with scheduling and coordinating HIO product updates and upgrades
- Ensure that all projects are delivered on time, within scope and within budget. Develop detailed project plans to monitor and track progress. Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques
- Proven ability and desire to motivate and develop people
- Comfortable with uncertainty and ambiguity
- Advanced MS suite skills (especially Project, Excel, and PowerPoint)
Preferred Qualifications
- Master’s degree in Health, Information Management, Business Administration, or related field
- Knowledge of the Mirth Results technology stack and suite of products/appliances
- Knowledge of technology and information systems planning life cycle and implementation
- Familiarity with maintaining HITRUST controls, process, and procedures
- Project Management Professional (PMP) Certification and or Lean Six Sigma Certification desired
- Experience with project management tools
