Description/Duties & Responsibilities

Building Inspector I

$33.71 - $40.98 per hour (Steps 1-5)

OR

Building Inspector II

$38.15 - $46.37 per hour (Steps 1-5)

This position performs inspections of buildings and structures in all stages of construction to ensure work is performed in accordance with State and local building codes and approved plans.

Depending on certifications and experience of the selected candidate, this position will be filled as either Building Inspector I or Building Inspector II. If the selected candidate is hired as Building Inspector I, once they meet the performance expectations and qualifications of Building Inspector II, they will be reclassified to Building Inspector II.

DUTIES AND RESPONSIBILITIES:

Building Inspector I:

This is an entry-level position for applicants who have limited or no directly related building inspection experience. This level is typically used as a training classification where employees work under close supervision, learning the building inspection functions.

  • Performs routine, simple inspections for small projects, such as room additions and remodels, decks and patio covers, private swimming pools, furnace and water heater change-outs, photo voltaic systems, retaining walls, re-roofs, window change-outs, re-piping, and residential electrical panel upgrades
  • Ensures buildings and structures comply with approved plans and specifications, State and local building codes and regulations, and other safety standards
  • Assists at the Permit Center public counter providing building code information, interpreting and explaining requirements for code compliance to contractors, property owners, and the public
  • Investigates construction-related complaints and works with contractors or property owners to resolve construction issues; issues stop work orders for unpermitted construction activities; identifies and communicates solutions to bring projects into compliance; performs follow-up inspections to ensure compliance
  • Maintains accurate documentation of inspection records
  • Establishes a positive working relationship with contractors, homeowners, developers, State and local agencies, City staff, and the public

Building Inspector II:

This position is responsible for performing the full range of residential, commercial, and industrial building inspections in the following disciplines: structural, plumbing, electrical, and mechanical. Employees at this level are expected to have strong technical code knowledge, allowing them to work independently, take initiative, and exercise sound judgment in the field.

In addition to the job duties and responsibilities listed for Building Inspector I position, this level:

  • Performs the full range of residential, commercial, and industrial building inspections for medium-range residential and commercial projects, including tract homes, custom homes, residential and commercial room additions and remodels, tenant improvements, commercial electrical panel upgrades, equipment change-outs for commercial buildings, new tilt-up construction, small churches, small restaurants, small gyms, club houses, and retail offices
  • Assists in training Building Inspector I employees on inspections and code requirements
Education and Experience

Building Inspector I:

  • High School Diploma or GED equivalent
  • A minimum of three years of education and/or experience in one or more of the construction trades at the journeyman level or equivalent
  • Ability to obtain a valid International Code Council (ICC) Residential Inspection certification or equivalent within one year of appointment is required
  • Possession of a valid Class C California driver license and a safe driving record

Building Inspector II:

  • High School Diploma or GED equivalent
  • A minimum of three years of experience as a Building Inspector working for a public agency
  • A valid ICC Combination Residential or Commercial certification upon appointment
  • Ability to obtain an ICC Building certification and one additional ICC non-residential certification within one year of appointment
  • Ability to perform at the Building Inspector II level based on demonstrated knowledge and abilities expected at the Building Inspector II level
  • Possession of a valid Class C California driver the license and a safe driving record
Knowledge and Abilities

Building Inspector I:

  • Familiarity with residential and commercial building codes and understanding of proper building inspection methods, permitting requirements, and generally accepted construction safety standards
  • Familiarity with laws regulating the enforcement of building codes and ordinances and the ability to effectively enforce the codes in a manner consistent with the inspection team
  • Understanding of construction plans and specifications and the ability to read construction plans
  • Strong verbal communication skills and the ability to communicate effectively with business owners, homeowners, contractors, and City staff
  • Strong written communication skills and the ability to write clear, concise inspection correction notices for non-compliant work
  • Strong customer service skills and the ability to work with customers to resolve issues and complaints
  • Strong work ethic and the ability to take initiative and quickly learn new things
  • Strong computer skills and the ability to perform data entry and use database computer programs
  • Strong interpersonal skills and the ability to establish and maintain effective working relationships with business owners, homeowners, contractors, City staff, and the public
  • Ability to work both independently and as part of a team with other inspectors
  • Ability to display the highest level of integrity and ethics at all times
  • Ability to safely maneuver within construction sites to access inspection areas, including climbing ladders, bending, squatting, kneeling or crawling
  • Ability to lift, carry, and push tools, equipment, and supplies weighing 25 pounds or more

Building Inspector II:

In addition to the knowledge and abilities listed for the Building Inspector I position, this level should have:

  • Strong understanding of residential and commercial building codes and the ability to perform the full-range of structural, electrical, mechanical, and plumbing inspections
  • Knowledge of provisions for disabled access as contained in Chapters 11A and 11B of the California Building Code and understanding of the CalGreen Code and California Energy Code
  • Thorough understanding of construction plans and specifications and the ability to read construction plans and recognize acceptable deviations from building codes, approved plans, and generally accepted building practices

All new employees are required to participate in the DMV Employer Pull-Notice Program. This program authorizes the City to receive a driver record report upon enrollment and during employment.

This position is covered by an existing collective bargaining agreement between the City of Santa Clarita and Service Employees International Union, Local 721, AFL-CIO. If selected for this position, the employee will be bound by that agreement and may be responsible for paying applicable union dues. A copy of the Memorandum of Understanding will be provided upon hire.

Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
