Basic Research Officer (BRO) Support – Program Analyst
Location: Washington, DC, National Capital Region
Clearance: SECRET
Salary Range: $98,000 - $115,000
Employment Type: This position will be contingent on contract award.
Position Summary
This is exciting position is for individuals interested in providing technical, analytical, financial, administrative, and specialized support to the Office of the Assistant Secretary of Defense for Research and Engineering (OASD(R&E)) and the Office of the Deputy Assistant Secretary of Defense for Research (ODASD(R)) working within the Basic Research Office (BRO). Daily operations include coordination with multiple government agencies, developing partnerships with foreign governments all for the purpose of effectively and successfully pursuing new science and technology solutions.
Primary Duties:
- Assist in developing strategic basic research plans and drafting documentation for DoD wide dissemination.
- Provide inputs to strategic plans and documentation of strategic plans for senior OSD executives.
- Assist in goal setting for BRO within the OSD and assist with continuing assessment of progress toward established goals.
- Assist the Director for Basic Research in resource accounting, developing unfunded requirements issue papers and other programmatic or budgetary documentations.
- Coordinate multi-agency meeting logistics support, along with developing content and agendas; Prepare agendas, read-ahead materials and actions or other meeting documents
- Maintain situational awareness of research and development efforts involving tIhe BRO.
- Prepare weekly reports, information papers, action memoranda, emails, and other BRO program and project support documents.
- Assist with the execution of the Department’s Visa waiver program
- Facilitate the evaluation and promotion of policies to advance the Department’s efforts to attract and retain top international talent in DOD research programs
- Manage functions related to research business policy and procedures, including DoD and interagency grants policy.
- Provide background information and analysis to advocate or streamline interagency research administration and grants policy.
- Draft and edit the Defense Grant and Agreement Regulatory System (DGARS)
- Update the DGARS regulations and other DoD issuances to sustain the fundamental objectives of transparency and accountability
- Provide analysis and decision making support to leadership pertaining to: grants or other instruments; indirect costs at universities, non-profit organizations, and others
- Assess and apply DoD and government-wide policies for award and administration of these grant and related electronic business practices.
- Assist with resolving grants and research contracts clause issues
- Collect and analyze data to support DoD's annual submission to the National Science Foundation (NSF) survey of Federal Science and Engineering Support to universities, nonprofit institutions and the Survey for Federal Funds for Research Development.
Qualifications:
- Five (5) years recent and relevant experience general DOD experience
- Demonstrated project administration responsibilities supporting the DOD S&T enterprise
- Excellent communication skills for daily interactions, briefings, and meeting moderation
- Proven record of the ability to work independently in a complex, distributed environment
Education Qualifications:
- Bachelor's degree from an accredited college or university - Required
- Bachelor's degree in scientific, technical, business management, or other related discipline is preferred.
- Degree requirement waived in lieu of significant recent and relevant work experience: minimum of five (5) years' active-duty military or minimum of ten (10) years' experience)
Travel: Occasional CONUS and OCONUS travel required.
