 Job Summary: 
 
 Works directly with the City Attorney, elected and appointed officials, and other City 
 Executive and administrative positions to manage the legal affairs of the City; provide legal 
 representation; formulate and implement policies; determine the correct procedures to carry out 
 various programs, services, or projects; and advise on legal issues and other City matters. 
 
 Essential Job Functions and List of Duties: 
 The following duties are not to be construed as exclusive or all-inclusive. 
 
 ➢ Research, analyze, and interpret statutes, case law, and other sources to advise the City 
Attorney and other City officials, departments and governing bodies in legal matters, 
 through direct consultation and written legal opinions. Research local, state, and federal 
 laws and regulations to ensure City’s compliance, including federal employment laws. 
➢ Prepare and/or review diverse documents, including ordinances, resolutions, policies, 
 contracts, bidding documents, requests for proposals, reports, and other correspondence. 
➢ Commence all proceedings necessary or advisable for the protection or enforcement of the 
 rights of the City or the public, including the enforcement of unsafe and vacant housing 
 ordinances and other ordinance violations. 
➢ Prepare and/or review documents for real estate transactions involving the City, including, 
 but not limited to, contracts, easements, rights of entry, deeds and other closing documents. 
 Work and correspond with purchasers and sellers, including their attorneys, real estate 
 brokers, appraisers, title companies, lienholders, and closing agents to effectuate the 
 transfer of real estate, or interests therein, to or from the City. 
➢ Attend regular meetings with Mayor and City Attorney and recommends actions on 
 various City matters, including the formulation of policies. 
➢ Attends Common Council, and other City board and commission meetings when working 
 on a matter to be acted upon by the governing body, and when requested by the City 
 Attorney. 
➢ Advise the Human Resources manager and Department Heads on employment issues, 
 participate in employee discipline actions. 
➢ Exercise initiative and independent judgement. 
 ➢ Performs other related duties as assigned. 
 
 Minimum Training, Education and Experience Required: 
 ➢ Juris Doctorate degree from an accredited law school and license to practice law in Indiana. 
➢ Must have knowledge of the Indiana Code, municipal ordinances, and constitutional law; 
 and the organization, powers, and limitations of governmental functions and officials, with 
 particular emphasis on municipalities. 
➢ Three (3) years of experience as a practicing attorney preferred.
 
 
Minimum Physical and Mental Abilities Required: 
 ➢ Ability to exert physical effort in sedentary to light work involving routine stooping, 
kneeling, crouching, and reaching. 
 ➢ Ability to sit a desk for long periods of time. 
 ➢ Ability to operate a variety of office equipment. 
 
 Supervisory Responsibility: 
 ➢ This job has no supervisory responsibilities, but may involve reviewing work of other staff 
members. 
 
 Language Ability and Interpersonal Communication: 
 ➢ Ability to read, analyze and interpret complex documents. 
 ➢ Ability to respond effectively to the most sensitive inquiries or complaints. 
 ➢ Ability to make effective and persuasive presentations to public officials and public groups. 
 ➢ Ability to analyze and interpret applicable codes, laws, ordinances and statutes. 
 ➢ Ability to obtain information through interviews; deal fairly and courteously with the 
public; handle multiple assignments; and work effectively with interruption. 
 ➢ Ability to work with various cultural and ethnic groups in a tactful and effective manner. 
 ➢ Ability to establish and maintain effective working relationships with those contacted in the 
course of work. 
 ➢ Ability to communicate effectively with Mayor, City Attorney, Department Heads, special 
interest groups, City Council members, other city employees and the general public verbally 
 and in writing.
