JOB TITLE: Assistant Division Director

DIVISION: Road Runner Transportation

REPORTS TO: Division Director

SUPERVISES: ICB/Transit drivers/Training and development EMPLOYEE STATUS: Full-time/Salaried/Exempt

SUMMARY OF POSITION:

The Assistant Director will assist the SoCoCAA/RRT Division Director in providing responsible administrative direction and coordinate the activities for SoCoCAA/RRT Transit Services in the planning, development and operation of the SoCoCAA/RRT transit system including Fixed Route, Demand Response, Centura and Bustang Outrider. The incumbent will assign work activities, monitoring workflow and assist in reviewing and evaluating work projects. Supervision may be exercised over administrative and/or technical staff who are responsible for the maintenance and general operations of SoCoCAA/RRT transit programs. Work is performed within general guidelines and policies established by SoCoCAA/RRT. Work assignments are broad and are performed with considerable independence.

PERFORMANCE CRITERIA:

These are the most significant performance factors involved with this position and they will be the principal factors on which the employee will be evaluated:

1. Oversee Bustang Outrider operations, adhering to published times and in accordance with federal, state, and local rules, regulations and laws

2. Duties include demand response trips to accommodate special needs; be willing to assist special needs customers onto the vehicle. Assist disabled passengers as required by SoCoCAA transit policies.

3. Will cover on-call positions when needed, be available to work weekends when required and be able to cover the Transit Director when needed.

4. Ensures that all SoCoCAA/RRT routes are on time and adheres to the appropriate schedule; provide reliable, expert service and to enforce rules related to safe transit operation. Be knowledgeable of the transit schedule and the area, including activities and events, in order to answer customer inquiries in a courteous and patient manner at all times.

5. Will be responsible for maintaining up to date SoCoCAA/RRT transit vehicle information in COTRAMS

6. Will be subject to and maintain required federal, state, and SoCoCAA random drug and alcohol testing policy and procedures.

7. Maintains cleanliness of vehicles and oversees weekend cleaning of Outrider coaches.

8. Be knowledgeable of the transit schedule and the area, including activities and events, in order to answer customer inquiries in a courteous and patient manner at all times.

9. Implement driver training to ensure compliance with all Federal, State and local rules and regulations. Schedule and document training for all transportation drivers. Attend training, whenever possible, including out of area training, become a trainer when appropriate to maintain quality services in a cost-effective manner.

10. Be knowledgeable of the transit and intercity bus schedules and the areas, including activities and events, in order to answer customer inquiries in a courteous and patient manner at all times.

11. Maintain a neat, clean appearance and be able to deal effectively and courteously with the general public. Maintain friendliness with passengers and be able to increase their knowledge of Road Runner Transit services and changes.

12. Must work holidays and Saturdays on short notice and be flexible for shift coverage as needed (cover due to illness, vacations, etc.).

13. Ability to positively promote the Road Runner and the local community using diplomacy and tact.

14. Oversee and supervise all day to day operations when the Division Director is unavailable, including ICB.

15. Will be in charge of training employees and training records for all drivers.

16. Will assist the Director with administering preventative maintenance programs and other maintenance issues with all vehicles to ensure proper operations.

17. Ensure safety equipment is complete and available on all buses.

18. Willingly perform other duties as assigned by the Director.

19. Will conduct a monthly transit safety meeting and or training of FMSCA, FTA, local, state and applicable company regulations.

Requirements:

MINIMUM REQUIREMENTS:

? High school graduate.

? Must have Inter City Bus/Transit experience.

? Must have, or be willing to obtain and maintain at all times, a minimum, current Colorado Class “B” Commercial Driver’s License (CDL), with “P2” passenger endorsement.

? Prefer some mechanical knowledge of gas, diesel engines and routine maintenance.

? Must be insurable by SoCoCAA insurance carrier, good driving record required.

? Must pass a pre-employment drug and alcohol screen; must pass criminal history and background checks.

? Must be able to relate to and work well with associates and the public.

? Must have or be willing to obtain a Current DOT medical card, CPR and 1st aid certification and remain current thereafter.

? Must be physically able to perform all duties of the job and pass a physical exam as required by the DOT. Position occasionally performs heavy physical labor requiring ability to lift, carry, push, pull and move heavy objects or materials. Physical demand for strength and endurance; requires lifting over 50 pounds on an occasional basis.

PREFERRED REQUIREMENTS:

? Associates Degree in Business Management, Public Administration, Transit Management or coursework in transportation planning.

? Knowledge of FTA-TRANS and Colorado Department of Transportation - COTRAMS, including quarterly and annual reporting, and NTD reporting.

? Knowledge of ADA and Title VI transit rules and regulations.

? The ability to coordinate transit.

? Knowledge of regional transit planning and the ability to collaborate with regional planning members and stakeholders in the development of policy changes and projects to advance the sustainability and equity throughout SOCOCAA/RRT transit services, and undertake other responsibilities as needed to achieve the goals of SOCOCAA/RRT.

LANGUAGE SKILLS:

? Ability to communicate clearly and accurately, orally, and in written format.

? Ability to prepare reports, including a daily driver’s log.

MATHEMATICAL SKILLS:

? Ability to add, subtract, multiply and divide in all units of measure.

REASONING ABILITY:

? Ability to maintain strict confidentiality at all times, including the ability to recognize situations in which confidentiality is required.

? Ability to establish and maintain effective working relationships with the public.

? Must work independently, with minimum of supervision.


PHYSICAL REQUIREMENTS:

? Lifting a minimum of 50 pounds may be required.

? Adequate hearing is required to hear/talk with all individuals, and to use telephones on a consistent basis.

? Position may involve long periods of sitting.

WORK ENVIRONMENT:

? The noise level in the work environment is quiet to moderate.

? Frequent communication with employees and others on a daily basis, including telephone as well as face-to-face interaction.

? Professionally respond to any type of SoCoCAA/RRT transit emergencies or issues in accordance to SoCoCAA, Local, State and or federal laws and policies

COMPUTER SKILLS:

? Basic Computer skills needed to maintain training records and other records.

? Demonstrate regular, dependable attendance to ensure consistent, high quality service.
