Overview:

We are seeking a Arc Flash Hazard Analysis Program Assurance Manager who will serve to monitor, evaluate, and provide a lab-level assurance and reporting function for mitigation of arc flash hazards in UT-B managed facilities and systems. This position resides in the soon to be Engineering Programs and Services Group within the Engineering Management Division of ESH&Q at Oak Ridge National Laboratory (ORNL). Overarching responsibilities includes the verification of the accuracy and completeness of line organization execution and reporting of activities involving arc flash hazard analyses, modifications to electrical systems, and performance of required maintenance on electrical systems.


Major Duties/Responsibilities:

  • Develop a AFHA program description and supporting documents, as needed.
  • Collaborate with line organizations to evaluate and verify accuracy of existing arc flash hazard analyses, completion of required 5-year (AFHA) updates, performance of electrical equipment-related maintenance schedule/programs, and provide guidance, as needed, to line organization for the handling of configuration changes to electrical systems and components which could impact the respective arc flash hazard analyses.
  • Timely reporting and feedback to line organizations on the status and health of their AFHA-related programs and processes. The goal is to enable prompt course corrections as needed.
  • Routine reporting to stakeholders including the Group Leader for Engineering Programs and Services, UT-Battelle Chief Engineer, the ESH&Q ALD Contractor Assurance representatives, other UT-B senior leadership, and to the DOE Oak Ridge Site Office (OSO). This includes the establishment of a dashboard of metrics, key performance indicators, etc.
  • Perform detailed AFHA-related reviews and field verifications as needed (sampling) to obtain assurance of the overall collective health of the AFHA program and the health of the respective implementing organizations.
  • Establish and execute an enduring management assessment process for the AFHA program.
  • Delegation of select responsibilities (e.g., AFHA calculations reviews) may occasionally be made with concurrence by the UT-B Chief Engineer.
  • Review and concur with the AFHA process / results for new facilities / new installations.
  • The Arc Flash Hazard Analysis Program Assurance Manager is permitted to require plans and calculations to ensure compliance with the AFHA program and NFPA 70E requirements.
  • Collaborate with the Electrical Authority Having Jurisdiction (E-AHJ) and the Electrical Safety and Hazardous Energy Control Programs Manager(s) with the goal of holistic continual improvement of electrical safety related programs and processes at ORNL.

Basic Qualifications:

  • BS in Electrical Engineering with minimum 8 years’ relevant experience in the electrical field with emphasis on design, arc flash hazard analysis, configuration changes of electrical systems, and/or maintenance of electrical equipment.-
  • Experience with performing and/or reviewing arc flash hazard analyses (including the use of programs such as SKM, ETAP, and EasyPower)
  • Must have the ability to obtain and maintain UT-B Electrical Equipment Inspector (EEI) certification.
  • Must have the ability to obtain and maintain UT-B Qualified Electrical Worker Level 4 qualification.
  • Must have the ability to obtain and maintain Electrical Hazard Qualifications for DC, Batteries, Capacitors, and Inductors.
  • Must have the ability to obtain and maintain UT-B lock/tag/verify (LTV) qualification.
  • Candidate must stay current on codes and standards applicable to electrical installations and field evaluations of electrical equipment. Examples include; IEEE 1584, NFPA 70 (NEC), NFPA 70E, and NFPA 70B).
  • Candidate should have excellent written, oral communication, and technical writing skills and will be proficient with common computer software used in the office environment.


Preferred Qualifications:

  • Candidate should be highly familiar with DOE Directives and industry codes and standards related to electrical installations, electrical safety requirements, and responding to electrical safety-related events. Examples include; IEEE 1584, NFPA 70, NFPA 70B, NFPA 70E, Underwriter Laboratories Standards, etc.
  • Candidate should have experience with Engineering Design activities, Design Reviews, Electrical Equipment Maintenance Requirements, and Configuration Management requirements.
  • Currently licensed Professional Engineer in Electrical Engineering is considered a plus.
  • Formal Project Management experience considered a plus.
  • The ideal candidate would possess the social skills necessary to have positive interactions and collaborations with fellow ORNL technical staff.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.


Special Requirements:

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
