MARSHALL COUNTY AIRPORT MANAGER JOB DESCRIPTION
JOB TITLE: AIRPORT MANAGER
PAY CLASS: OPEN
AIRPORT MANAGER DUTIES
Responsible for the safe and efficient operation of the airport within the authority vested through the Marshall County Airport Board and in accordance with FAA regulations.
Acts as the media contact regarding airport activities and responds to all airport emergencies including anything from a minor incident to a major airplane crash.
Coordinates between the FAA, NTSB, Airport Board, County Board, the County Emergency Management Agency, and all law enforcement agencies for all emergency planning and all airport emergencies.
Establishes and maintains effective working relationships with other employees, public officials, neighbors, and all members of the general public.
Responsible for handling any noise related complaints and maintaining good relationships with neighbors and others.
Operates motor vehicles and other motorized equipment to carry out the business of the airport. This includes, but is not limited to, mowers, tractors, and snow plows.
Determines the necessity of closing the airport in the case of an unusual weather event or other safety related emergencies and files the required NOTAM’s.
Directs and supervises all county airport employees.
Maintains and enforces security in restricted areas,
Negotiates and administers agricultural leases, agricultural spraying agreements, and airport hangar leases on behalf of the Marshall County Airport Board.
Responsible for managing the finances of the airport on behalf of the Marshall County Airport Board, including maintaining records in accordance with accepted accounting procedures and accepted by the Marshall County Treasurer and County Auditor. Use an accounting software program such as Quickbooks, creating hangar and fuel invoices, collecting money from customers, creating and managing a budget, and reconciling all airport accounts.
Prepares agendas for and attends all Airport Board meetings and acts in an advisory capacity. Provides written reports at all board meetings for finance, ongoing projects, and airport activity and prepares and publishes the minutes of said meetings.
Prepares recommendations and specifications for airport purchasing and capital improvement projects. Prepares and executes bid documents for airport projects and purchases.
Coordinates and supervises all construction projects at the airport.
Writes and proactively seeks grants and administers airport grants.
Maintains A.W.O.S., lighting, and navaids to FAA standards.
Accompanies FAA, state inspectors, TSA, and other regulatory agencies on any airport inspections.
Performs all required maintenance on the airfield and the entire property including mowing and snow plowing and maintains the airport to a high standard.
Airport Manager is a salaried position. Manager is required to work hours necessary to execute job requirements and maintain airport safety to the highest standards. Work and safety duties of this position are not exclusive of weekends, holidays, airport events, and weather events.

QUALIFICATIONS
This position is subject to Marshall County’s Drug and Alcohol Free Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, follow up testing, and the Marshall County Personnel Policy.
Applicants must be willing or required to possess the following.
Consent to a background check by law enforcement.
Possess current and valid driver’s license.
Possess a current United States Pilot’s license. (desirable)
Demonstrated working knowledge and proficiency in the use of radios for FAA radio transmission procedures.
Demonstrated working knowledge of Federal Aviation Regulations (FAR’s) required to operate an airport in a safe and lawful manner and has knowledge of airport operations required to move onto and around the active airfield.
Demonstrates a working knowledge of airport construction and maintenance procedures sufficient to coordinate and supervise contactors, consultants, or other county employees.
Must be proficient with computers and software including Excel, Word, Quickbooks, or other approved accounting software.
Working knowledge of accounting standards and procedures required to create budgets and maintain airport finances.
Demonstrated proficiency in spelling and grammar are required and necessary to prepare written communications and verbally in a professional manner.
Must possess a valid driver’s license and acceptable driving record.
Must be willing and able to walk reasonable distances on uneven terrain, climb onto and into equipment, use a shovel, climb ladders, load a vehicle, pull and push an aircraft, fuel aircraft, use hand and power tools, and lift up to 50 pounds.
Must be able to work safely around aircraft, hazardous machinery, and equipment.
Applicant must have sufficient hearing and eyesight to work safely around aircraft, hazardous machinery and equipment.
Must be able to work for extended periods outside in cold and hot weather. Hand-eye coordination is required to operate office equipment, tools and machinery.
Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
Must live within Marshall County or within a 30-mile radius of the airport or be willing to relocate in a reasonable amount of time.
Must be able to proficiently operate vehicles, mowers, tractors, snow plows, hand and power tools in a safe manner, and be able to train others in use of airport equipment.
Must be willing and able to work closely with the Illinois Department of Natural Resources to administer the animal control program to keep the runways clear of nuisance animals.
Must possess general working knowledge of building maintenance and have the ability to maintain the structures on the airport.
Manager is required to interact courteously and effectively with pilots, tenants, customers, board members, and the public at all times.
Job Type: Full-time
Pay: $42,000.00 - $70,000.00 per year
