This Administrative Specialist II position provides administrative support to the Shellfish Sanitation and Recreational Water Quality Section programs and staff. Duties span a broad spectrum of activities ranging from typical office administrative tasks to more specific support functions and requirements of the Section. This position is the first point of contact to the public, other governmental agencies and Certified Shellfish Dealers. This position will independently monitor the Section budget; collect and ensure payment of all invoices; reconcile all credit card receipts; review and edit expense accounts; and compose travel authorizations.
At the direction of the Growing Area’s Manager or Section Chief, this position is responsible for the preparation and issuance of all Proclamation documents that open or close shellfishing waters and develops and maintains a database of all Proclamations and changes in shellfish water classifications. This position independently recruits and coordinates a volunteer rain gauge network and makes contact for reporting of rainfall as needed. This position maintains the Certified Shellfish and Crustacea Dealers database including all files related to the Shellfish and Crustacea Inspection Program and updates the Interstate Certified Shellfish Shippers List (ICSSL).
This position contributes to the overall functioning of the Section in providing support to all staff for the Shellfish Growing Area Program, Shellfish and Crustacea Certification and Inspection Program and the Recreational Water Quality Program. This position also contributes significantly to the overall workflow of the Central District Office (CDO) in Morehead City, including managing the office functions of the CDO which includes staff from other DMF Sections and other DEQ staff members. These functions include copier and shared supplies coordination, general office reception and call routing, liaison to the landlord and maintenance contractor access, technology troubleshooting and conference room scheduling.
Key Responsibilities:
- Independently manage the Shellfish Sanitation and Recreational Water Quality office, including office coordination, budget monitoring, processing bills for payment, reconciling credit card receipts, and processing expense accounts.
- Effectively and professionally communicate with internal and external customers while serving as the first point of contact for the Section on Shellfish Sanitation and Recreational Water Quality Issues.
- Monitor rainfall for shellfish growing area conditional management plans, prepare proclamation documents for changes in classification of shellfish growing areas, and data entry of field sampling results.
- Maintain Certified Shellfish and Crustacea Dealers database, update FDA Interstate Certified Shellfish Shipper’s list, and prepare certification document packages for Inspections Program staff.
- Coordinate routing of CAMA, Federal Consistency and other coastal development applications for review by Section staff and ensure submission of comments within the comment deadline period.
- Provide administrative support for the three programs and staff within the Shellfish Sanitation and Recreational Water Quality Section in an efficient manner with minimal supervision.
The North Carolina Division of Marine Fisheries (DMF) is responsible for the stewardship of the state’s marine and estuarine resources.
