Do you enjoy supporting improved access and quality care for Idahoans? The Division of Public Health is seeking a full-time Rural Healthcare Workforce & Access Manager for the Bureau of Rural Health & Primary Care. This position will work with partners and other state agencies and community organizations to increase recruitment and retention efforts of healthcare professionals in rural communities. This position will also manage the rural nursing loan repayment program which provides a tiered tuition loan repayment for 25-50 nurses per year. Telework is available with a hybrid option.

This is an exciting new position to help address health workforce shortages across the state with particular focus on rural communities. This position will facilitate connections with EMS agencies, telehealth services, loan repayment resources, and job posting opportunities. Health worker shortages are a primary challenge for the healthcare delivery system and this position will support the divisions effort in increasing awareness and collaborating to support short-term and long-term strategic solutions.

Our generous benefits package increases the total compensation of a full-time (benefits eligible) Health Program Manager making $29.75/hour to an estimated $42.16/hour.

This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

Example of Duties

  • Serve as a subject matter expert for healthcare workforce challenges, including recruitment and retention.
  • Provide technical assistance and education to support the recruitment and retention of healthcare professionals in rural communities, which could include providing presentations about recruitment and retention, conducting on-site or virtual statewide assessments to identify needs and opportunities, coordinating with other partners and sectors on short-term and long-term workforce shortage strategies.
  • Overall program management and responsibility for the rural nursing loan repayment program, including establishing program guidance, FAQ’s, timelines, subgrants, and managing the budget.
  • Coordinate and organize the Rural Nursing Loan Repayment Grant Review Board.
  • Program planning, implementation, evaluation, and budget management.
  • Compile data and reports, including annual progress reports for the Idaho Legislature.
  • Support department and bureau strategic planning initiatives.
  • Establish and maintain relationships with internal and external partners.
  • Assist with applying for federal funding.
  • Assist and collaborate with other related duties in the bureau, such as quality improvement, workflow design, and review.

Minimum Qualifications

  • Considerable knowledge of health program needs assessment and program development, implementation, and evaluation
  • Experience developing and implementing or managing public health programs
  • Experience coordinating health services or public health programs with various agencies and organizations
  • Experience providing health program consultation to organizations and programs
  • Experience evaluating health related educational materials
  • Experience writing grant proposals
