JOB SUMMARY: Responsible for providing assistance to victims and witnesses of crimes being investigated by the Pulaski County Sheriff’s Office through the investigation and prosecution stages with the goal of involving the victims in the system and ensuring compliance with state victims’ rights regulations.
ESSENTIAL JOB FUNCTIONS:
- Reviews case information to determine potential safety, medical, financial, or legal needs of victims and witnesses.
- Contacts victims and/or victims’ families; provides information concerning assistance available and investigation processes; ensures victims are made aware of their rights.
- Provides support services for victims and witnesses such as orientation to the criminal justice system, transportation, emergency shelter, emotional support throughout the investigation process, referrals to other offered services, and additional services as needed.
- Assists in investigations as deemed appropriate and serves as a liaison between detectives and the victim as necessary.
- Informs victims on an ongoing basis of proceedings in case investigation and prosecution; maintains verbal and written contact with them.
- Maintains case files on each assigned case, keeping investigators and prosecutors apprised of significant events and/or information; obtains additional records as needed.
- Serves as a liaison between the Sheriff’s Department and the Victim/Witness Case Coordinators in the Prosecuting Attorney’s Office to provide assistance and obtain information.
- Prepare written reports outlining meetings with victims.
- Responds to certain major crime scenes at the direction of the supervisor to provide immediate assistance to victims, witnesses, and family members.
- Responds to calls, texts or emails received 24/7 from investigators, family members, victims, and witnesses.
- Supplies and assists with the completion of an application to the Arkansas Crime Victims Reparation Board for Victim Assistance.
- Assists victims of domestic violence in seeking an Order of Protection when necessary.
- Maintains log of every action taken and each conversation for each case.
- Assists with meetings between investigators, prosecution staff, and witnesses.
- Assists with preparation of restitution documentation; gathers receipts and calculates property and medical loss totals.
SECONDARY DUTIES AND RESPONSIBILITIES:
- Locates witnesses in the field and issues subpoenas to testify in court when needed.
- Completes statistical reports reflecting the number of cases handled and services provided.
- Coordinates services for the victims from various community and social service agencies.
- Arranges for crisis intervention services when necessary.
- Provides services to families and personnel of the Pulaski County Sheriff’s Office who have suffered line of duty injuries or death.
- Assists the training division with the academy and in-service training regarding victim services and laws pertaining to crime victims.
- Performs other related duties as requested.

WORKING CONDITIONS: The majority of duties are performed in a smoking-restricted office environment. Travel to crime scenes, courts, and other locations is required on a regular basis. May encounter potentially volatile or hostile persons or situations within the work environment, and may be required to work alternate hours.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
- Considerable knowledge of the criminal justice system, including processes and procedures related to the investigation and prosecution of crimes.
- Considerable knowledge of statutes governing victim notification requirements and victim’s rights.
- Considerable knowledge of the services and assistance available within the community for victims and family members.
- Good knowledge of the reactions and needs of individuals involved in violent and/or traumatic situations.
- Ability to respond to and establish rapport with victims and witnesses with diverse cultural backgrounds in a variety of situations.
- Ability to assess the needs of victims and family members and develop a plan to address those needs.
- Ability to maintain and organize detailed records and information from numerous cases.
- Ability to compose narrative reports, letters, and other correspondence.
- Ability to calculate numerical reports.
- Skill in the operation of a computer.
- Skill in the operation of a motor vehicle.
PHYSICAL REQUIREMENTS:
- Visual acuity is necessary for use of the computer screen.
- Digital dexterity is needed for keyboard operation.
- Ability to orally communicate effectively, both in person and by telephone.
EDUCATION AND EXPERIENCE:
Completion of college-level coursework in Psychology, Sociology, Public Administration, Public Relations, Criminal Justice, or a related field; considerable work experience in victim assistance, public assistance, social work, legal assistance, or a related area; or any equivalent combination of experience which provides the required skills, knowledge and abilities.
- Employment is contingent upon the successful completion of a background investigation, traffic offense check, sexual offender check, child maltreatment check, and adult maltreatment check.
- Must be 21 years of age upon hire.
- Must possess or be able to immediately obtain a valid Arkansas Driver's License.
