About ATAC
Textron Systems - ATAC provides tactical flight training and adversary aggressor services for U.S. Navy, Marine and Air Force pilots. ATAC operates simultaneously across eight sites and two continents and comprises the world’s largest outsourced civilian, tactical airborne training organization and proudly provides the highest quality live training to Squadrons, Air Wings, and Battle Groups. ATAC was the first civilian organization authorized to train the USAF’s F-22 Raptors.
Summary
ATAC is a leading provider of innovative adversary air solutions for Department of Defense and is seeking a high-energy Program Manager to execute and manage the USAF ADAIR programs. The USAF Program Manager role reports directly to the Vice President ACE and is expected to have a strong working knowledge of Program Management, USAF/DoD acquisition processes, formulation and execution of program plans and objectives for areas of responsibility or programs.
Job Responsibilities
- Manage all phases of programs from capture through closeout. Responsible for cost, schedule and performance of assigned company programs or contracts. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and performance. Establishes milestones and monitors master plans and schedule.
- Disciplined program execution with a bias towards action, analytical presentation and problem solving skills; the ability to gain internal support; and the ability to establish and maintain a solid working relationship with technical staff, managers, and peers in a matrix organizational structure.
- Establish cost controls and monitors adherence to contract requirements, reporting and justifying of costs. Establish and monitor adherence to program plans including risk management, resource planning, and requirements management.
- Prepare and conduct monthly program reviews, monthly program status reports and provide program monitoring and control methods to areas of responsibility.
- The candidate is expected to exercise sound judgment within broadly defined practices and policies; regularly interact with all levels of management, technical staff, and customers.

Qualifications
- Experience Required: 2+ years of DoD program management, preferably in aviation.
- Education Required: Bachelor's Degree in Engineering, Business/Finance or equivalent education.
- Certifications Required: None
- Certifications Preferred: Certification as Defense Acquisition Workforce Improvement Act Level II Program Manager. Project Management Institute (PMI) certification as a Project Management Professional (PMP).
- Excellent written and oral communication skills are required.
Special Knowledge, Skills and Abilities Required
- Knowledge and understanding of the procurement or acquisition processes for Department of Defense (DoD).
- Demonstrated cost and financial management knowledge to include program cost control, profit and loss, cash and inventory skills.
- Understanding of applicable military and commercial specifications and standards, such as AS9100 and ISO 9000/14001 requirements.
- Understanding of all internal operating processes, procedures and criteria.
- Personal computer skills. (e.g., word processing, spread sheet, presentation graphics)
- Effective written and oral communication skills
- Ability to direct goal-oriented activities of a diverse work force.
- Ability to plan, organize and schedule.
- Understanding of FAR and other legal compliance requirements.
