Position Summary
Assumes responsibility for development and management of campus-wide Emergency Operations plans and preparedness projects in support of the vision and mission of the Situational Management Team (SMT) to reflect the unique environment of a higher education campus, and respond to the diverse needs of students, faculty, staff, and visitors. Performs all duties in full support of the University’s mission, understanding that the positive and effective execution of these duties are instrumental to the education of the University’s students.

Description of Key Responsibility
Develops, implements, assesses, and revises emergency preparedness plans, outreach programs and activities for the University of Hartford’s faculty, staff, and students. Leads the development of emergency preparedness conferences, instructional seminars, presentations, speeches, and other outreach and public awareness programs. Ensures all trainings meet state and federal guidelines and are reported, as necessary. Keeps abreast of training guidelines and updates, ensuring University programming is current, and presented at the appropriate level for the attendee(s).

Description of Key Responsibility
Assumes responsibility for performing specialized duties pertaining to fire and/or other safety related case information, statistical tracking of fire alarms and incidents, conducts fire code compliance inspections of all buildings and systems and makes recommendations for corrective action in an effort to maintain a high level of fire and life safety at the University of Hartford.

Description of Key Responsibility
Collaborates closely with University Situational Management Team (SMT) to conduct multi-year training and exercises tied into crisis and emergency event mitigation, preparation, communication, and training. Conducts and analyzes quality risk assessments in an effort to ensure anticipated training outcomes align with University policies and procedures, rules, and other required regulations. Reviews and documents all communication plans in an effort to ensure the University plans are in compliance and up to date, as well as ensures all training and testing are completed by established deadlines or as otherwise required.

Manages the activation and coordination of the SMT when necessary. Serves as the primary on-site incident manager in the case of critical campus incidents and emergencies and coordinates plans for resource mobilization during an emergency. Evaluates and identifies potential hazards and develops and recommends strategies for mitigation of identified areas of opportunity.

Establishes, cultivates and maintains effective reciprocal working relationships and ongoing communications with local, state, federal, national, and other organizations as appropriate.

Assists residential life and other key campus partners with facility inspections. Supports major event planning such as athletic events and commencement. Assists with the annual compilation of University crime statistics

Education
Bachelor’s Degree required. Advanced degree preferred or certificate in Emergency Management related field or training or work experience that equates to an advanced degree is preferred. Working knowledge of NIMS and ICS.
