Unit Eligibility Specialist - The Unit Eligibility Specialist position will conduct initial inspections, re-inspections, and annual inspections of housing units in our rental assistance programs. Additional inspections will be conducted as needed. HAWC administers Housing and Urban Development (HUD) and local rental assistance programs that require inspections of subsidized units. Typically referenced inspections are HQS (Housing Quality Standards and NSPIRE Standards).
Senior Unit Eligibility Specialist - This new position will support and lead inspections of housing units in our rental assistance programs. HAWC administers Housing and Urban Development (HUD) and local rental assistance programs that require inspections of subsidized units. Typically referenced inspections are HQS (Housing Quality Standards and NSPIRE Standards). This non-supervisory team lead role includes organizing team workflows, providing one-on-one training for inspectors, leading owner trainings, and helping with process improvements and quality control inspections. This position will represent the Department by working closely with families and property owners.
The ideal candidates will have experience working with vulnerable populations and strong customer service skills. They will also have demonstrated advanced communication skills both orally and in writing to describe complex policies into easily understood language for our residents.
Unit Eligibility Specialist and Senior Unit Eligibility Specialist are working titles. These positions are classified as Housing Inspector and Housing Inspector, Senior. Washington County organizes its positions into classifications. Classification descriptions are typically written broadly.

Unit Eligibility Specialist
Education and Experience:
- Possession of a high school diploma or equivalent; AND
- Three (3) years of work experience in building inspection, property management, building maintenance, or residential construction.
Education and Experience
- Possession of a high school diploma or equivalent; AND four (4) years of work experience in building inspection, property management, building maintenance, or residential construction.
Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements:
- Must possess a driver's license valid in the State of Oregon and have an acceptable driving record.
- Possession or the ability to obtain within one (1) year, professional certification as a Certified Occupancy Specialist and as a Uniform Physical Condition Standards Specialist.
- Must pass a criminal background investigation.
Although not required to apply, preference will be given to those Senior Unit Eligibility Specialist candidates who possess certification in a housing field like Housing Specialist, Housing Quality Standard, NSPIRE, or REAC.

Selection Process:
1. Week of November 27, 2022: An evaluation of training and experience of submitted application packets will be performed by Human Resources.
2. Week of December 4, 2022: A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including responses to the supplemental questionnaire.
3. Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
