As the Permit Coordinator, you’ll have a big impact on the City’s operations.This position is open until filled. Please apply as soon as possible; interviews will be scheduled as qualified applications are received.This position is responsible for the day-to-day development and execution of the City’s stormwater management program to ensure compliance with NPDES Phase II permit requirements, as issued by the Washington State Department of Ecology (DOE). This position assists department(s) with all aspects of stormwater management; responsible for ensuring the City is meeting the minimum performance measures outlined in the Phase II Permit; oversees the water quality testing program for the City; and trains and oversees staff members. Requires a high degree of independent judgement and action in planning projects, resolving technical problems, and administering projects within the framework of established policies.

EXAMPLE OF DUTIES
1. Ensures City compliance with NPDES Phase II permit requirements for Stormwater Planning, Public Education and Outreach, Public Involvement and Participation, Municipal Separate Storm Sewer System (MS4) Mapping and Documentation, Illicit Discharge Detection and Elimination, Controlling Runoff from New Development, Redevelopment and Construction Sites, Operations and Maintenance, Source Control Program for Existing Development, and Compliance with Total Maximum Daily Load Requirements.2. Acts as a liaison and coordinates with other local, state, and federal agencies, contractors, developers, consultants, and other parties on stormwater related projects and issues. 3. Develops and implements public outreach and education programs on stormwater quality and pollution prevention. 4. Manage Cartegraph Asset Management software utilizing GIS for MS4 mapping and to coordinate location and inspection of City stormwater facilities like catch basins, drywells, infiltration systems, and outfalls.5. Represents the City at regional stormwater meetings, coordinator meetings, committee meetings, conferences, and summits.6. Develops, recommends, and participates in the implementation of water quality testing programs that may become necessary to comply with the NPDES Phase II permit requirements. Conducts water quality testing monthly and creates stream health reports for stormwater planning. 7. Receives, investigates, and processes complaints and notifications of potential stormwater violations, such as illicit discharges. Recommends appropriate actions and follows up as necessary to resolve violation/illicit discharge.8. Develops and provides training for City staff to comply with the Phase II Permit requirements.9. Assists in pursuing grants for stormwater projects including preparing grant application and documents.10. Supports in developing staff reports and presentations for stormwater projects and permit related items for City Council and Commission meetings.11. Assists in managing stormwater capital and maintenance stormwater projects including coordinating with consultants, tracking scope, budget and schedule and review of project documents.

MINIMUM QUALIFICATIONS
Establishes and maintains an effective system of communication within the City. Provides quality customer service; and deals courteously with the public. Ensures City compliance with all NPDES Permit performance measures and requirements by the documented deadlines. Coordinates and directs the work of temporary and/or full-time staff working within programs or activities that support the Stormwater Program. Maintain stormwater records and prepares NPDES Permit Annual Report documentation. Develops and coordinates training for City Staff as needed for the Stormwater program. Executes assignments, projects, and job responsibilities efficiently and within defined timeframes; works independently and effectively with little direction. Demonstrates good judgment and employs critical thinking to execute duties, identify issues, seek solutions, and recommend improvements in support of departmental goals. Performs other duties as required or assigned.

SUPPLEMENTAL INFORMATION
MINIMUM QUALIFICATIONS: Education, Experience, and Training: Bachelor’s degree in Civil Engineering, Environmental Sciences, or related field and two years of experience in stormwater management programs, environmental, engineering, or water resource field. Must possess a valid Washington State Driver’s License. Certified Erosion and Sediment Control Lead (CESCL) and Certified Stormwater Manager (CSM) certification preferred.Knowledge of: Road/street, storm drainage and utility design, construction, and construction inspection practices.NPDES Western Washington Phase II Municipal Stormwater Permit.Familiar with the Stormwater Management Manual for Western Washington and King County Surface Water Design Manual.Federal, State and local laws and regulations regarding NPDES Phase II and other stormwater requirements.ArcGIS and familiar with ESRI GIS applications.Illicit discharge detection and elimination.Microsoft Office, including Excel, Word, and PowerPoint.Familiar with social marketing techniques.Asset management.Ability to: Learn City policies and procedures.Establish and maintain effective working relationships with other employees, public and private agencies, and the general public.Direct activities of others, such as temporary employees, volunteers, and possibly professionals.Interpret and apply federal, state, and local code, policies, laws, and regulations.Understand, express, and execute complex oral or written instructions, and to apply extensive or obscure guidelines to a wide variety of work situations.Use independent judgement and initiative in developing solutions to problems. Utilize applicable software and data processing applications.Display patience and persuasiveness when interacting with others.Understand instructions; numerical aptitude, problem-solving, initiative, analytic ability, memory, concentration, and judgement.JOB DEMANDS AND WORK ENVIRONMENT: Work is performed both indoors and outdoors. Outside work requires the operation of a motorized vehicle to perform work or reach job sites. While performing the duties of this job, the incumbent must continuously sit, talk or hear; frequently stand, walk, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, taste or smell, and lift objects up to 10 pounds; occasionally grip or feel with hands, and lift objects up to 25 pounds. Work environment has exposure to indoor environment, outdoor environment, noise, moisture and/or humidity, dust, fumes, gases, chemical hazards, and illicit discharges such as sewage, oil spills, construction materials, etc. Must have the ability to work in a fast-paced environment and meet deadlines. Necessary aptitudes include close vision (clear vision at 20 inches or less), distance vision (clear vision at 20 feet or more), and color vision (ability to identify and distinguish colors). The nature of the work has frequent interruptions and deadlines.
