There are 2 immediate positions to fill. One is permanent full-time and one is temporary full-time.
Salary: $4,692 - $5,712 per month (SR-22, Step C to H)
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
Note: Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Once you become a member of the civil service, you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. You may also enjoy other rights and benefits afforded to an employee in a permanent position with the exception of return rights and placement rights associated with a reduction-in-force.
As a condition of employment with the State of Hawaii some positions may require that all qualified external candidates who have been given a conditional offer of employment to show proof of full COVID-19 vaccination and shall be fully vaccinated by his/her/their employment start date. Level IV serves as a member of a multi-disciplinary team comprised of certified or licensed practitioners, social workers, and/or other public or private rehabilitative employees, groups or agencies collaborating on multi-disciplinary assessment, development and implementation, and evaluation of individualized treatment plans aimed at helping users overcome their alcohol and/or substance use; independently conducts a variety of educational, treatment and therapeutic related classes; and participates in the development, evaluation, and modification of program policies and procedures, treatment approaches, and development and modification of substance abuse treatment education and related therapeutic classes and curriculum.
The Substance Abuse Specialist IV is the senior-level substance abuse specialist, and independently provides the most intensive and continuous professional substance abuse counseling, education and rehabilitative services for the most complex cases; and performs other related duties as assigned.
These positions are located in the Clinical Services Section, Psychosocial Rehabilitation Services Unit, Mental Illness and Substance Abuse Services (MISA) Program. The primary purpose of these positions is to develop and provide direct services to complex, challenging patients with substance use disorders who may also be seriously mentally ill, have forensic encumbrances and may also have trauma-related issues. These positions provide professional services which include substance use assessments, treatment planning, individual and group treatment, substance use educational groups, and facilitating referrals to support groups. These positions also work closely with the hospital treatment teams to identify the treatment needs of patients with regard to substance use disorders and addictions and provide consultation on issues relevant to substance use disorders and addiction(s).

Knowledge of: "...fundamental concepts of pharmacological properties and effects of psychoactive substances on users; fundamental concepts of behavioral, psychological, social and health effects of psychoactive substances on users; alcohol and drug use continuum in individuals; varying causes of addiction; the relationship between substance use and infectious diseases,...the effects of chronic substance use on individuals and the collateral effect on their families, significant others and communities;...".
Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
Specialized Experience: Two and one-half (2-1/2) years of progressively responsible professional work experience which involved assessing individuals and developing individualized treatment plans for alcohol and/or drug use intervention; and providing substance abuse counseling and education to individuals and/or groups in an alcohol and/or drug treatment program. Such experience MUST have demonstrated knowledge of the goals, objectives, principles, methods, standards, and techniques of substance abuse treatment.
