Job Summary

This position exists to lead and coordinate the Disability Services Division's (DSD) strategic planning, systems change management, governance and stakeholder strategies. Working with management and other staff, the individual manages the division's strategic approach to the overall work of the division in order to coordinate and maximize the effectiveness of business efforts. This includes developing key messaging and communications to support systems change, planning and facilitating internal and external stakeholder engagement, leading and coordinating DSD strategic planning efforts, providing DSD contributions to other planning efforts, such a Community Supports Administration (CSA) strategic planning and the Minnesota Olmstead Plan, and designing governance structures and activities. The individual also provides 'just-in-time' responses to emerging division communication, planning needs and project management. The individual provides leadership and direction to staff to ensure activities across the division, and with other divisions, are coordinated, effective; and build staff capacity. The individual collaborates with a large and diverse number of internal and external stakeholders including other state and local agencies, providers, advocates, people with disabilities and families. The individual provides leadership for priority activities needed to achieve the division's strategic and operational goals.
Qualifications
Minimum Qualifications
To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
4 years of specialized professional experience providing strategic direction for disability programs and/or services system.
Experience must include:
- Practical understanding of Minnesota’s system of long term and support services along with human services collaborative safety techniques;
- Knowledge of Person centered practices and strategies for evidence based implementation;
- Understanding of organizational and change management methods, policy analysis and strategic planning;
- Presentations skills with various messaging formats and understanding of principles of group dynamics;
- Use of MS Office Suite and the followings: PowerPoint, SharePoint, webinar and video conferencing programs.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures;
- Ability to give presentations and facilitate discussions to guide, solicit and explore diverse perspectives;
- Skilled at conflict management, government policy development and implementation;
- Master’s Degree or higher in Human Services or related field.

- Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
