Location
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship.
What will you do?
Bixal, a fast growing agency providing holistic Digital Transformation to clients based in Fairfax, VA, has an exciting opportunity to help accelerate public health communications within the federal government. As a Sr. Manager, Strategic Communications , you will lead a cross-functional team applying human-centered innovation and effective communication efforts designed to improve the public’s engagement with federal health agencies.
The ideal candidate is a seasoned communications professional with experience leading successful, high-performing teams in the public health communications space. This role will be responsible for ensuring successful delivery of a large project or multiple medium/small health-related communications projects. The Sr. Manager will ensure high quality outputs and be adept at problem solving and risk mitigation, supervising, coaching and mentoring all project team members, and hands-on project management.

This is a full-time proposal position contingent on contract award.
Responsibilities
- Lead public health clients in defining communications program goals, objectives and outcomes.
- Serve as a communications expert to provide technical, managerial, and administrative direction for problem definition, analysis, requirements development, and implementation for complex to extremely complex systems.
- Provide program management support across wide-ranging projects with differing complexity, intersecting goals, requirements, and outcomes.
- Manage all aspects of digital services client engagements, including client relationship management, solution delivery, quality management, profit and loss, and contract execution.
- Establish and monitor goals, objectives, performance requirements, standards, and accountability with metrics to meet project requirements as well as Bixal standards.
- Define and implement processes to add structure, gain efficiencies, manage risk, and ensure all outputs achieve the upmost quality.
- Serve as point of escalation for project and program risks and issues.
- Engage and build relationships with both technical and non-technical stakeholders to inform project objectives amidst broader business goals.
- Utilize deep working knowledge of Agile Methodologies to lead project operations from inception through deployment and maintenance.
- Keep senior management informed on project status, risks, and issues (ex. participate in or lead regular project reviews).
- Supervise, manage, and mentor other team members.
- Plan, develop, implement, and evaluate overall program policies.
- Ensure contract compliance and maintain deliverable schedules for projects with a focus on communications research, audience analysis, outreach & engagement, graphics, website design, video production and other communication activities, such as market research, and analysis.
Qualifications
- 10+ years of related experience or an equivalent combination of experience and training in relevant positions of increasing scope and responsibility, and several years leading high-performing teams.
- 5+ years of experience in health-related strategic communications work, such as in media, marketing, graphics, website design, video production and other communication activities, outreach, market research, and analysis.
- M.A. or equivalent professional degree in an associated field.
- Strong portfolio of strategic communications plans and deliverables.
- Experience working with government agencies.
- Excellent oral and written communications skills, acute attention to detail, and excellent organization skills.
- Demonstrated history of interfacing with cross-functional teams and senior management, as well as external clients and other stakeholders.
- Demonstrated history of problem solving and solution identification.
- Experience in human-centered design and adoption of Agile mindset.
- Strong experience and comfortability with Microsoft Office suite and virtual collaboration tools (such as Miro, Adobe Acrobat Pro.,etc)
- Ability to undergo a background investigation by the U.S. Government and meet eligibility requirements for suitability.
Nice to haves
- 7+ years of experience working with U.S. government agencies.
- Project Management Professional (PMP) or Project Management Institute Agile Certified Practitioner (PMI-ACP) certification.
- Experience in working with multicultural communities, primarily Spanish speaking.
- Experience with communication outreach to underrepresented communities where health care or economic disparity exists.
- Experience working with data analysts to establish and analyze objectives and key results (OKRs) and assess overall effectiveness of communication strategies.
$105,000 - $139,000 a year
