Job Title: Site Safety & Health Officer Government Services - Naval Hospital Bremerton, WA

General Summary

The Site Safety and Health Officer (SSHO) is responsible for directing and managing occupational safety, health and industrial hygiene functions. The SSHO must implement a safety program that ensures full compliance with all Military requirements specified in EM 385-1-1 and Occupational Safety and Health Administration (OSHA) standards. The SSHO is responsible for the Safety Program implementation and safety training of the workforce. Reporting indirectly to the Program Manager and Corporate VP of Operations, the SSHO will create and maintain safety and health documentation to ensure processes reflect current best practices. Responsible for overseeing and reporting safety performance metrics to ensure industry and corporate safety goals and objectives are met.

Essential Duties and Responsibilities:

  • Develop, review, submit and ensure that the Site-Specific Health and Safety Program is fully implemented.
  • Conduct weekly safety meetings with all employees to convey safety information and answer employee questions.
  • Conduct Root Causes Analysis (RCA) trainings, including the facilitation to obtain a proper RCA
  • In conjunction with site managers and supervisors, conduct quarterly facility assessments of buildings utilized by employees to identify and eliminate safety hazards and check for the proper use of PPE.
  • Assist in preparation of pre-task planning for the tasks associated with the job duties of our employees to identify and correct work place hazards in a timely manner.
  • Attend monthly Safety Committee meetings, as applicable, with representatives from each site to review accident/incident reports, trends in safety, conduct facility safety audits and inspections, discuss new safety and environmental issues, and make recommendations to the Project and Site Managers.
  • Report all job-related accidents, injuries, or illnesses in accordance with OSHA, contracting and government requirements. Maintain copies of accident/incident reports and investigations and documentation of employee safety training.
  • Ensure the proper use of Safety Data Sheets (SDS), labeling, storage, location of the written program and employee training.
  • Ensure emergency plans and procedures are up-to-date, posted and communicated to all employees.
  • Ensure all employees are furnished, trained in the proper use of PPE required for their jobs.
  • Ensure new hires receive all required PPE and that safety rules are discussed.
  • Ensure all subcontractors follow safety rules and regulations and are using proper tools and wearing proper PPE.
  • Develop, review, submit, maintain and enforce activity hazard analysis (AHA) for all applicable projects and tasks.
  • Promote safety culture and policies by training the workforce in safety principles and objectives.
  • All other duties, as assigned.

Qualifications:

  • Minimum five (5) years of continuous safety experience in supervising or managing general industry/construction/O&M, including managing safety programs or processes or conducting hazard analyses and developing controls.
  • Documented certificates demonstrating, for a minimum of the last five (5) years, the SSHO has maintained competencies through 8-hours of formal safety and health related training per year.
  • Current OSHA 30 Certification or training card.
  • Ability to communicate effectively in English in written format and oral presentations.

Skills:

  • Must possess excellent computer, interpersonal, and oral and written communication skills important in presenting findings, recommendations, and reports.
  • Problem solving and analytical skills required for improvement and audit.
  • Current EM385-1-1 preferred
  • Good verbal and written communication skills
  • MS Office and strong computer skills required.
