A Department Service Officer is a professional employee who specializes in advocacy for veterans and their beneficiaries. This person is responsible for providing a comprehensive range of services for veterans by assisting them in the application of claims for benefits in programs administered by the U.S. Department of Veteran Affairs as well as those provided by the Commonwealth of Pennsylvania, counties and The American Legion. Department Service Officers normally interview veterans in a office or at an assigned "outreach" location.

You MUST be a Veteran with at least an "under honorable conditions" discharge.

You MUST be able to pass a FEDERAL BACKGROUND CHECK.

You MUST have a valid driver's license and a reliable vehicle (Some travel is required)

Specific Responsibilities:

  • Assist veterans and their beneficiaries in negotiating the complex rules, laws and evidence requirements for the US Department of Veterans Affairs programs for veterans
  • Interviews, counsels and assists veterans in applying for benefits
  • Identifies and gathers supporting and evidentiary documentation and files claims to justify a client's claim for veterans benefits. Reopens cases where new and relevant evidence is obtained supporting the award/increase of benefits.
  • Correspond with medical professionals to obtain medical opinions, records and reports in support of a veteran's claim
  • Communicates with federal, state, county and municipal agencies concerning problems or questions on behalf of veterans and/or their beneficiaries
  • Attends initial annual training to receive and maintain accreditation with the American Legion and the US Department of Veteran Affairs
  • Establish a working relationship with other Veteran's Service Organizations, local military organizations, nursing homes, American Legion offices/posts and other facilities that provide services or benefits to veterans
  • Provides a support network to volunteer "Post Service Officers" (PSO) from all American Legion Posts within the district and assists in training and problem resolution
  • Follows up on all referred veterans identified by referral forms
  • Conducts "outreach" efforts through presentations on veterans benefits to organizations, and by direct contact with veterans and beneficiaries

Skills and Abilities:

  • Knowledge of various benefits and services available to veterans and their beneficiaries, including eligibility criteria, application procedures and availability
  • Knowledge of federal, state and local regulations governing the administration of VA Benefits
  • Comfortable presenting a case for a veteran before a Veteran's Law Judge
  • Knowledge of medical terms used in describing mental and physical disabilities of veterans
  • Knowledge of the service provided to veterans by other agencies, both public and private
  • Ability to clearly interpret veterans benefits and apply for claims on behalf of our veterans
  • Ability to gather benefit eligibility-related documentation through interviews and other means
  • Ability to prepare an effective case for the granting of veterans benefits
  • Ability to establish and maintain effective working relationships with veterans, post and district Legion Officers, county and state veterans representatives and other agencies dedicated to services for veterans
  • Ability to express ideas, explain laws, rules and regulations clearly and concisely orally and in writing

Other requirements

  • Ability to operate a motor vehicle
  • Ability to use a computer and related equipment

Reliable transportation (Some travel is required)

  • Completion of service within a branch or the US Armed Forces, separated under honorable conditions and meets eligibility dates to be a member of the American Legion
  • You must receive accreditation by the US Department of Veteran Affairs or eligibility for accreditation within ONE YEAR from date of hire.
  • Computer skills (MS Word, EXCEL, Using printers, scanners and more)
  • Proficient with the use of portable computers (equipment is assigned to each officer)

Salary increase after accreditation.
