Basic Function

This Limited Duration Vacancy is in Veterans Services and currently funded through the end of December 2023.
Serves as an advocate for veterans, dependents, and their families living in Ramsey County; provides education, guidance and hands on assistance with accessing benefits and assistance programs provided by county, state and federal entities; initiate, develop, and submit claims and applications for benefits earned by service in the US. Military; works directly with veterans and those advocating for veterans by providing case management services and referrals to a wide-range of community resources; and to perform related duties as assigned.

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. If an internal candidate is selected, salary will be set in accordance with the personnel rules, i.e. promotion, transfer, or voluntary reduction.

Examples of Work Performed

  • Attend regular trainings provided by the Veterans Administration and Minnesota Department of Veteran’s Affairs to develop and maintain expertise needed to act as an advocate for veterans, their dependents and survivors.
  • Interpret federal, state and county laws, regulations and policies in advising veterans and their survivors concerning entitlements, benefits and other related issues.
  • Interview veterans and their survivors who may be eligible for compensation, pension, or dependency benefits.
  • Gather and assemble essential information to build effective claims.
  • Obtain, review, and submit all necessary forms, documentation and correspondence in connection with claims and applications for benefits provided by the Veterans Administration, Minnesota Department of Veterans Affairs, other state and county benefit programs and local community partners serving veterans, their survivors and dependents.
  • Work directly in partnership with the U.S. Department of Veterans Affairs, Minnesota Department of Veterans Affairs, Ramsey County departments and other entities serving Ramsey County veterans to facilitate access for veterans to available programs and services.
  • Develop presentation materials for use in trainings to educate the general public concerning the availability of veteran’s benefits.
  • Conduct outreach activities and do presentations at assisted living, skilled nursing, county and state departments, hospitals, homeless shelters, and veteran’s organizations in order to explain the veterans programs and benefits available to veterans.
  • Create and maintain complete veteran records in veteran data system used by the office staff.
  • Respond to people in crisis situations to provide short and long term case management, assist with problem solving, accessing resources, and provide referrals to essential services and supports.
  • Conduct targeted outreach to homeless and justice involved veterans living in the community, in unsheltered locations or in correctional facilities, and provide transportation or arrange for transportation of clients to medical appointments, court hearings and other services.

Minimum Qualifications

Education: Bachelor’s degree in sociology, psychology or a related field.

Experience:
Two or more years of experience interpreting policies and procedures to the public or providing social service counseling and assistance to veterans or special classes of people.

Substitution:
A combination of two years of education in sociology, psychology or a related field and four years of experience interpreting policies and procedures to the public or providing social service counseling and assistance to veterans or special classes of people may be substituted for the education requirement.

Certifications/Licensure:
May require driver’s license depending on area assigned.

Other:
Must be a veteran (a citizen of the United States or a resident alien who has separated under honorable conditions from any branch of the armed forces of the United States after having served on active duty for 181 consecutive days or by reason of disability incurred while serving on active duty) as determined in Minnesota State Statute 197.447. Ability to complete the federal and state training required to become accredited as a Veteran Service Officer. Ability to obtain a required security clearance with the Veterans Administration to gain access to the Veterans Benefits Management System and other veterans benefit systems accessed by PIV card. Applicants must submit a copy of their DD-214 which includes their character of service.

Exam/Screening Process Information

Applicants who meet the minimum qualifications for either position will be forwarded to the hiring department/manager for consideration for these limited duration, unclassified positions. Candidates appointed to limited duration, unclassified positions may become eligible for benefits based on schedule. The limited duration assignments are anticipated to end before or near 2024, as determined by the department.

Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
