The Role:

We seek a highly motivated, team-oriented Senior Contract Manager for this opportunity. The Senior Contract Manager will support an array of Government Contracts for various DOD and Federal customers. The Senior Contract Manager will provide contractual guidance, advice, and support to in-house management and Program Managers, including interpreting terms and conditions, monitoring contract performance, and performing contract close-outs following applicable regulations. The Senior Contract Manager is also responsible for all phases of the contract lifecycle, including RFPs/cost proposals, contract negotiations, contract administration, invoicing, financial reporting, procurement activities, and compliance with government policies and procedures.

Qualifications:

  • Bachelor's degree in business, law, or a related field
  • 13+ years of progressively complex experience in contracts/subcontracts, with at least seven years managing contracts/subcontracts processes and personnel
  • In some cases, educational requirements may be waived for 10+ years of applicable government contract work experience (must be apparent on the resume)
  • Develops procedures to ensure that Federal Acquisition Regulations (FAR), Defense Federal Acquisitions Regulations (DFAR) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) and specific funding and contract requirements are met
  • Ability to resolve complex management and technical problems and serve as spokesperson on assigned projects/programs
  • Strong communication, leadership, presentation, and interpersonal skills
  • Ability to work independently and in a team environment, and willing to work extended hours, as required (specifically during RFP development)
  • Exceptional judgment with the ability to influence and persuade through business rationale
  • Self-directed and flexible, with a willingness to find creative solutions in a small business environment

Main Responsibilities:

1. Risk identification and mitigation

  • Analysis of contracts, purchase orders, sub-awards, other agreements, and solicitations
  • Development of procedures to ensure compliance with FAR, DFAR, 2 CFR 200, and specific funding and contract requirements
  • Ensures that the contract and other binding agreements have been reviewed and approved before execution
  • Review of contract/subcontractor estimates for accuracy and compliance
  • Participation in the RFP process (review of terms and conditions, proposal reviews, pricing discussion strategy)
  • Oversight of contract electronic files and review of teaming and non-disclosure agreements
  • Providing contractual guidance, advice, and support to in-house management and program managers (including interpretation of contracts and assistance with contract administration)
  • Ensure compliance of managed contracts with the regulatory and organization requirements set out by the FAR and all FAR supplemental regulations
  • Analyzes contract performance requirements, including unique or unusual special provisions and terms and conditions to ensure compliance with federal/state laws, agency regulations, and company policy and procedures

2. Contract and subcontract negotiation

  • Negotiation of contracts, subcontracts, and other pre- and post-award agreements to the advantage of the company
  • Coordination of standard terms and conditions and unique customer contract flow downs
  • Management of contractual rights and obligations for new and revised contracts (tailoring of prime contract flow downs and general terms and conditions to suit each procurement)
  • Administer, extend, negotiate, and terminate, standard and nonstandard contracts
  • Develop contract letters, subcontracts, and other communications and notices

3. Communication and implementation of policies and procedures

  • Communication of new policies and procedures to internal stakeholders (implementation of training plans for employee and organizational development)
  • Supervises, and mentors contract administration duties and responsibilities
  • Serving as the point of contact for government contracting officer and/or subcontracts Manager
  • Communicates regularly with procurement teams; provides updates, reports, and deliverables; troubleshoots issues as applicable
  • Generates and analyzes various reports to track contract progress, deliverables, and financial data
  • Oversees the maintenance of contractual records and documentation of all contract correspondence, customer contact information, contractual changes, status reports, and other documents for all projects. Maintains data in the corporate information systems.

Job Requirements:

Pay: $77,500.00 - $110,000.00 per year
