Castle Rock Water is looking to grow its automation system over the next 7 years utilizing the SCADA Master Plan. We will be replacing old hardware with new Allen Bradley PLC’s and a FactoryTalk control system. This project will be following the PlantPax philosophy and is a great way to utilize your skills and keep up with future technology.

Position Overview:
Castle Rock Water has an outstanding opportunity for a SCADA Supervisor to manage the Supervisory Control and Data Acquisition (SCADA) system and associated communication network. Responsibilities include supervising staff, project management, ensuring maintenance standards and administering the SCADA budget. This position also provides analytical support for operational optimization, implementing policy and procedure and ensuring a customer service-oriented delivery of SCADA-related operations and maintenance activities. They will perform duties in a manner consistent with the stated values of the organization.

Essential Duties and Responsibilities

  • Manages and supervises professional and technical staff. Supervisory duties include coaching, mentoring, assigning, reviewing and planning work of others; monitoring performance standards; coordinating activities; allocating personnel; recommending employee hires, transfers, promotions, and salary increases as appropriate.
  • Serves as the project manager responsible for the design, repair, replacement and installation of the SCADA and wired/wireless network infrastructure. This includes all security, process control, network communications and data monitoring aspects for the water and wastewater systems of the Town. Plans projects and related budgets. Ensures project progress and adherence to agreed upon schedules. Keeps Operations Manager apprised of project status.
  • Establishes standards and protocol for asset management for SCADA system and communication network optimization and equipment evaluation programs.
  • Provides primary oversight of SCADA system and communication network, either through direct application or through supervision of assigned staff. Ensures the reliability of the SCADA system in providing control and data accurately.
  • Determines and monitors staff responsibilities, duties and resource allocations. Recommends necessary resources to perform functions. Creates, evaluates and implements systems, policies, procedures and practices related to SCADA operations functions.
  • Coordinates and manages professional services contracts, purchase orders and requisitions.
  • Provides oversight of service for adherence to specifications and completeness.
  • Develops and justifies SCADA division budget. Monitors funds and recommends expenditures and adjusts as necessary.
  • Evaluates equipment needs; performs functions related to bidding process and purchasing.
  • Maintains records of equipment and updates on a continual basis.
  • Ensures staff is appropriately trained on equipment operation, confined spaces, safety, and other related job functions.
  • Oversees and approves work standards, safety procedures and preventive maintenance programs for SCADA and communication infrastructure. Updates and maintains the SCADA master plan. Reviews current and proposed regulations and coordinates system modifications with Capital Improvement Projects.
  • Oversees software development and implementation related to the SCADA network. This includes the management of all RTU, PLC and HMI programming and revisions, and backup strategies.
  • Collaborates with other governmental agencies and private businesses in support of communication connections, including T1 lines and FCC licensed radio communication systems.
  • Ensures appropriate response to after-hours calls for SCADA and communication system related emergencies by appropriately trained and qualified staff.
  • Develops and communicates metrics to illustrate the overall health of the SCADA, security and wired/wireless network systems.
  • Performs additional duties as assigned

Minimum Qualifications

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education: Bachelor’s degree in Engineering, Computer Science, Information Technology, or an instrumentation/control related field

Experience: Four (4) years process control experience in water/wastewater systems with an emphasis in SCADA technology; including one year of supervisory experience; or any equivalent combination of education, training, and experience; Experience with Bristol Babcock, Allen Bradley, Endress+Hauser and ICONICS is highly preferred

Licenses and/or Certifications Required:
  • Valid Driver's License

Knowledge, Skills, and Abilities:
  • Working knowledge of industry standards related to design, performance, security and optimization of SCADA and wired/wireless networks. Knowledge of implementation and support of local area network systems (LAN), wide area networks (WAN) and current practices and development in the field of information communication technology.
  • Control systems expertise with network security, wired/wireless communications, firewall, routers, switches, and HMI/PLC applications.
  • Familiarity with video and physical security systems.
  • General knowledge of the basic principles of water production, treatment storage, transmission and distribution, and wastewater collection.
  • Demonstrates necessary skills in interpreting and explaining performance metrics related to SCADA optimization to non-technical audiences.
  • Ability to manage and provide technical assistance for the design, selection, installation, configuration, operation, maintenance, and troubleshooting of all elements of the SCADA, control and all communications systems.
  • Ability to direct, coordinate and provide input related to the evaluation of the work of others. Ability to analyze complex problems and make critical decisions under time constraints.
