Selected individual reports to the GM/AGM. This position has responsibilities in the administration of all Safety Policies and related safety programs. Ensures the administration and formulating of policies/procedures, programs and practices including planning and the uniform application of the Labor Agreement. Includes managing and coaching performance of support staff of managers and office staff.


  • Administers, develops, recommends and implements various personnel polices and procedures; maintains employee handbook and procedures manual on all policies related to safety.

  • Directs all Safety/Security Programs, includes training related programs and supervises responsibilities of other safety support personnel. Includes developing departmental budget, long range plans and goals to establish mission related priorities.

  • Coordinator and manager of all matters relating to agency’s Worker’s Compensation Program, Drug & Alcohol Program, and Employee Assistant Program (EAP) to ensure agency’s compliance with all applicable regulations.

  • Company Coordinator/Representative responsible for developing contract proposals to include managing vendor contracts. Includes Janitorial Services, Security, Bus Camera project, and Third Party Vendors.

  • Promote effective employee relations and maintain working relationship with union representatives, includes ensuring governing rules of Labor Agreement, and Performance Code/Company Policies and procedures are correctly applied.

  • Advocate a safe work environment and seek employee feedback and participation in safety related issues.

  • Prepare applicable staff personnel semi and annual performance/salary reviews.

  • Coordinate and work closely with other department managers to ensure operational safety. Prepare and formulate written correspondences, operational and safety bulletins, notices and other reports.

  • Responsible for the development managing to include update as needed of Emergency Action & Evacuation Plan.

  • Conduct employee disciplinary review hearings and preliminary fact-finding investigations arising from Safety Infractions/Preventable Accidents and/or violations of Company Drug & Alcohol Policy.

  • Investigate and review vehicular accidents to include accident reconstruction reports, police reports, witness statements, photos, video, and other information, includes interviews. Assign Safety Infraction Responsibility (whether or not accident could have been prevented).

  • Coordinator (if applicable) for Local Bus Rodeo. Assure bus competition course, rules, test and scoring is in accordance with American Public Transit Association (APTA).

  • Liaison for attorneys and Risk Management for claims and lawsuits.

  • Comprise and maintain all statistical data for purpose of accident rations per miles traveled and monthly and yearly reports for FTA, NCPTA, and NTD Safety & Security reporting.


Bachelors Degree with course work in Business Administration/Management, and or Transportation Safety Operations Management with five years managerial experience in transportation industry (Urban Transit, Trucking or Bus) or related field. However, five or more years related experience in a responsible managerial position directing duties and/or responsibilities of supervisory staff and other employees of a division/department in a Transportation Industry will be considered in lieu of Bachelors Degree. Must be proficient in MS Word, Excel, Internet, Outlook and other internal applications. Excellent verbal and written communication skills are an essential part of job duties. Must be a team player, problem solver with excellent analytical and human relation skills.
