Position Summary

Under the general supervision of the Director of Victim Service Programs, this position is responsible for the enrollment and certification of new participants into Safe at Home, Wisconsin’s address confidentiality program, by reviewing and verifying applications, assigning substitute addresses, creating participant authorization cards, creating new participant letters and instructional materials, and verifying program participation to state and local government entities. This position refers potential participants to appropriate designated Application Assistants for safety planning; contacts and counsels new participants regarding enrollment; communicates instructions about how to effectively use the assigned substitute address with all governmental and private entities; troubleshoots issues that arise with a participant’s use of the assigned address; creates and maintains internal files; and accurately documents and updates enrolled participant information.

In addition, this position receives daily written and telephonic communication from program participants with a variety of questions about their participation in the program, use of the assigned address, and safety planning concerns. This position responds to these inquiries within one to two business days with appropriate information, resources or referrals. Finally, this position is responsible for the overall logistics of the Safe at Home program including the daily processing, forwarding, and accounting of participant mail, monitoring postage usage and inventory of mail supplies, and maintaining a list of active
Application Assistants.

Salary Information

The Victim Services Specialist position is in pay schedule 12 and pay range 64. The starting pay will be between $27 and $30/hr. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan. A 12-month probationary period may be required.

Job Details

Based on current funding, this project position is expected to end December 31, 2024. As a project employee, you will continue to receive all rights and privileges afforded to original probationary employees by state law, with the exception of tenure, transfer, reinstatement and layoff benefits.

The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United
States and complete the required Employment Eligibility Form I-9.

A background check, including fingerprints, will be completed on applicants prior to selection.

Qualifications

Minimally qualified applicants must have education, training and/or experience in the following:

  • Communicating with clients and/or customers to address concerns over the phone, gather information, assess requestor needs, make referrals to appropriate resources, and/or provide direct advocacy.
  • Working with victims in an advocacy or assistance role.
  • Working with individuals who have experienced trauma related to crime victimization.

In addition to the minimum qualifications, a well-qualified applicant will have education, training, and/or experience in one or more of the following:

  • Spanish language proficiency
  • Hmong language proficiency
  • Experience providing direct crime victim services within the criminal justice system
  • Professional experience conducting safety planning or discussing safety strategies with crime victims
