Job Description
We are looking for professionals with experience in electricity ratemaking, rate impact analysis, retail tariff design principles, and economic regulation of electric utilities to join the Grid Planning and Analysis Center (GPAC). GPAC research staff contribute to an exciting portfolio of energy research & analysis, applying advanced modeling and simulation tools to optimally plan for, design, and analyze distribution and bulk power systems and their impact on power system stakeholders.
We are researchers, engineers, software developers, modelers, physicists, product managers, thought leaders, system thinkers, and life-long learners. Our staff engage in different research projects and find ways to contribute uniquely based on our interests and skillsets.

Example types of ongoing research and analysis include:
  • Innovating new data, models, tools, and systems that are needed for the future power system
  • Working directly with U.S. and international communities to directly impact their pursuit of clean energy
  • Developing the design and integration of new technologies, systems, and customer-facing programs and retail tariffs
  • Studying the impact of the energy transition on customers and utilities and designing and testing strategies to support an equitable clean energy future
We partner with DOE, other federal agencies, states, utilities, ISO/RTOs, communities, and technology developers on grid planning and analysis. Our work informs policymakers and utilities by developing and analyzing future grid scenarios that answer big questions about how the electric power system is transforming, and we are looking to develop capabilities that can inform discussions of the impact of that transformation on customers.
Job responsibilities may include:
  • Developing and advancing ratemaking and rate impact modeling tools that can interface with grid modeling tools
  • Executing models, analyzing, and interpreting results
  • Project coordination with other modeling teams
  • Engaging key stakeholders (e.g., utilities, ratepayer advocates, community-based organizations) to inform the development of models
  • Researching, acquiring, organizing, and analysis of large data sets
  • Contributing to the writing of results and analyses in peer-reviewed journals and technical reports
  • Communicating findings with both internal and external stakeholders
  • Collaborating with other researchers, industry, and communities

Basic Qualifications
Researcher IV: Relevant PhD and 4 or more years of experience . Or, relevant Master's Degree and 7 or more years of experience . Or, relevant Bachelor's Degree and 9 or more years of experience . Applies extensive engineering technical expertise, and has full knowledge of other related disciplines. Considered a technical resource. Demonstrates leadership in several areas of team, task or project lead responsibilities. Demonstrated experience in management of projects. Excellent writing, interpersonal and communication skills.

Researcher III: Relevant PhD . Or, relevant Master's Degree and 3 or more years of experience . Or, relevant Bachelor's Degree and 5 or more years of experience . Demonstrates broad understanding and wide application of engineering technical procedures, principles, theories and concepts in the field. General knowledge of other related disciplines. Demonstrates leadership in one or more areas of team, task or project lead responsibilities. Demonstrated experience in management of projects. Very good writing, interpersonal and communication skills.

Additional Required Qualifications
  • Strong written and oral communication and interpersonal skills.
  • Ability to work independently and in team settings.
  • Ability to coordinate with teams from different technical backgrounds to ensure seamless integration across modeling exercises
Preferred Qualifications
  • Familiar with the impact of distributed energy resources (e.g., rooftop solar PV) and their compensation mechanisms (e.g., net energy metering) on retail tariff rates
  • Familiar with the design of time-variable rates such as time-of-use-rates or critical peak pricing, as well as more novel rate design and billing elements such as income-adjusted rates or payment as a percentage of income plans
  • Familiar with different utility business models across investor-owned utilities, utility cooperatives, and municipal utility contexts, and how ratemaking may differ across these contexts.
  • Familiar with novel financing mechanisms aimed at reducing energy burden and incentivizing the adoption of distributed energy resources among low-income customers and renter populations
  • Experience with a programming language, such as Python, R and/or Julia.
  • Familiarity with power systems modeling tools such as production cost models and capacity expansion models
  • Experience with working with large data sets.
  • An interest in the intersection of power system and equity issues

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Researcher IV / Annual Salary Range: $90,600 - $163,100
Job Profile: Researcher III / Annual Salary Range: $75,500 - $135,900
NREL takes into consideration a candidate’s education, training, and experience, as well as the position's work location, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
