Job Description
NREL is seeking a full-time Clean Energy Procurement Analyst for the Project Development and Finance (PD&F) Group in the Accelerated Deployment and Decision Support (ADDS) Center. The mission of the PD&F Group is to partner with clients with ambitious energy goals and support project development, financing, and execution. The PD&F Group aids its clients in making sound investment and procurement decisions in energy efficiency and renewable energy technologies through unbiased strategic planning, business case assessment, transaction-level support, financing, contracting, and delivering market intelligence.
The successful candidate will apply a deep understanding of, and direct experience with clean energy procurement mechanisms (i.e., utility-scale and distributed-scale) that can support 100% clean energy goals and other ambitious clean energy targets. Applicants should have exceptional knowledge and capabilities to assess energy markets, existing energy mixes/related emissions, on and offsite clean energy procurement options and related market considerations (i.e., interconnection), and the role of renewable energy attributes. Strong candidates will have demonstrated expertise in analyzing and developing procurement strategies and leading, conducting, or supporting analysis for techno-economic feasibility, emissions impacts, energy justice implications, and energy resilience considerations for various procurement pathways. Top candidates will have experience leading clean energy procurements with the Federal sector and Department of Defense.
Preferred candidates will have specialized knowledge of onshore Department of Defense (DOD) energy governance structure and energy and utility data systems and reporting tools; experience in analyzing utility data to formulate business case analyses utilizing data sources; in depth understanding of the unique procurement strategies the DOD and other Federal Agencies use to procure electricity; technical expertise in clean energy generation, development, economics, and financing; and, technical expertise understanding transmission systems and energy markets in the United States. Preferred candidates will have experience working with clean energy contracting mechanisms, such as power purchase agreements (PPAs), energy savings performance contracts (ESPC), utility energy service contracts (UESC) virtual PPAs, green tariffs, and community solar.
Knowledge of federal clean energy policy; legislation and executive orders, such as E.O 14057; domestic tax credits markets; and other programs are preferred. The successful candidate will also identify and respond directly to procurement and technical assistance needs and will coordinate with the appropriate technical resources within the lab.
The successful candidate will:
  • Oversee and guide technical, financial, and contractual work, resources, and projects.
  • Demonstrate integrity, the ability to establish trust, commitment to scientific and technical excellence, and operational effectiveness.
  • Lead or contribute to one or more complex tasks or projects.
  • Assist a portfolio of energy projects that will involve a variety of energy project development tasks.
  • Identify effective opportunities to procure clean energy at scale, and support analysis of opportunities to use distributed energy resources that improve energy resilience for a variety of clients, including Department of Defense clients.
  • Navigate multiple federal, state, and international policies and markets, and utility regulations, to conduct analysis and facilitate project development.
  • Lead or support development and execution of project, regional, and national clean energy procurement strategies.
  • Develop and lead webinars, conference presentations, and other trainings as needed.
  • Write publications, resource and guidance documents, fact sheets, case studies, and other communication products.
  • Demonstrate knowledge of financing instruments commonly used in clean energy financing, such as tax equity arrangements.

Basic Qualifications
This role can be hired at a Level IV or a Level III.

Level IV:
Relevant PhD and 4 or more years of experience . Or, relevant Master's Degree and 7 or more years of experience . Or, relevant Bachelor's Degree and 9 or more years of experience . Demonstrated in-depth knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, communication, problem solving and project management skills. Ability to use various computer software programs.

Level III:
Relevant PhD . Or, relevant Master's Degree and 3 or more years of experience . Or, relevant Bachelor's Degree and 5 or more years of experience . Demonstrated full knowledge of laws, regulations, principles, procedures and practices related to specific field. Strong leadership, communication, problem solving and project management skills. Ability to use various computer software programs.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Researcher IV / Annual Salary Range: $90,600 - $163,100
Job Profile: Researcher III / Annual Salary Range: $75,500 - $135,900
NREL takes into consideration a candidate’s education, training, and experience, as well as the position's work location, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
