JOB TITLE: REGIONAL LEAD NAVIGATOR
REPORTS TO: DIRECTOR OF COMMUNITY OUTREACH
STATEMENT OF PURPOSE:
The Lead Navigator provides support and technical assistance to Navigators and Certified Application Counselors (CAC) in an assigned geographic area. Lead Navigators also serve as coordinators, champions, trainers, and trouble shooters for their area. They must also provide assistance to consumers who seek affordable coverage through the Insurance Marketplace and Medicaid (AHCCCS). This position is a subject matter expert and must be able to learn new concepts and communicate the information to consumers, Navigators, and CACs. Navigators must complete up to 30 hours of an HHS-developed training program and pass an exam before assisting consumers. This position will be an employee of a sub-awardee and funded through Arizona Alliance of Community Health Centers (AACHC) a grant funded by HHS-CMS.
Essential Duties of a Navigator
- Gains knowledge in eligibility, enrollment, and program specifications and conducts public education activities to raise awareness about the Marketplace and affordable coverage options;
- Provides information and application assistance in a fair, accurate, and impartial manner. Such information must acknowledge other health programs such as Medicaid and CHIP;
- Facilitates consumer selection of a Qualified Health Plan;
- Provides referrals to any applicable office of health insurance consumer assistance or health insurance ombudsman established under Section 2793 of the PHS Act, or any other appropriate State agency or agencies, for any enrollee with a grievance, complaint, or question regarding their health plan, coverage, or a determination under such plan or coverage; and
- Provides information in a manner that is culturally and linguistically appropriate to the needs of the population being served; meets CLAS standards (http://minorityhealth.hhs.gov/templates/browse.aspx?lvl=2&lvlID=15).
- Assists any consumer seeking assistance, even if that consumer is not a member of the communities or groups the organization expects to serve.
- Demonstrates ability to direct educational meetings with groups from 5 50 participants by planning, delivering instructional materials and speaking.
- Refers consumers seeking assistance to other Marketplace resources, such as the toll-free Marketplace Call Center, or to another Navigator that can better serve the consumer.
- If approached by a consumer who lives in a State with a State-based Marketplace, or in a State in which the Navigator does not serve, the Navigator must refer the consumer the Marketplace or Navigator for that State.
Minimum Qualifications:
- Bachelors Degree or equivalent knowledge and work experience.
- Must have at least 1 year previous experience in screening and application assistance using Health-e-Arizona or similar software.
- Must be fluent in Spanish and English (dependent on population demographics of region served).
