DSHS's Community Service Division's Eastern WA Region within the Economic Services Administration (ESA) is committed to delivering public assistance programs in the most effective and efficient way incorporating accountability, honesty & integrity, open communication, respect, equity & diversity, and continuous improvement for performance excellence. CSD's Community Service Offices provide a crucial in-person access point for those needing assistance with Basic Food, Classic Medicaid, Cash Assistance programs, social services, and WorkFirst case management services.
As ESA’s, Region 1 WorkFirst Coordinator, we are looking for you to focus on administering WorkFirst program functions for all of the Community Services Offices in Region 1 ensuring that services are consistent and that we have the resources to advocate and accomplish goals for the people we support. This Regional based job can be conducted from any city in Eastern WA.
You will provide reliable and professional sound guidance, advice, and counsel in relation to program delivery, improving the skills and knowledge of the workforce as a subject matter expert. You will provide support to the supervisors in many areas, including training recommendations, consultations, and services to other Regional Program coordinators, the Regional Administrator, Deputy Regional Administrators, Community Service Office Administrators, supervisors, lead workers, and staff, and ensure WPS employees have the training, program knowledge, and skill sets necessary to conduct their assigned tasks and meet deadlines.
The work you and your team produce directly ensures that our clients can access prompt and correct services through optimal effectiveness from our employees and technical systems. This role is intended for the analytic planner; someone that can interpret data, recite policies, and explain process improvements that result in better staff performance and influence accuracy.
Some of what you'll do- Serve as a member of the Region 1 Management Team and support a work culture of Respect, Equity, Diversity and Inclusion (REDI).
- Support the regional management team and provide leadership for administrators and supervisors who manage staff to ensure all WorkFirst program goals and intended outcomes are achieved.
- Effectively collaborate with the Region 1 Financial and Training Coordinator, the Social Services Coordinator and other Regional counterparts.
- Establish and maintain strong professional relationships with CSD Headquarters, management, coordinators, trainers, line staff, other regions, community partners and stakeholders.
- Serve as the Region 1 expert in all CSD WorkFirst program administration, policy, and implementation by independently managing, directing, operating, and carrying out all WorkFirst program initiatives in accordance with broad policy statements and legal requirements.
- Contribute to the statewide strategic program, policy analysis and automation planning by serving on statewide workgroups including the WorkFirst Coordinator’s Meeting and All Coordinator’s Meeting.
- Analyze agency rule proposals and provide recommendations.
- Provide policy clarifications, guidance, and solutions to WorkFirst program staff.
- Participate in the strategic planning efforts in Region 1 and statewide as needed.
- Use monitoring activities to obtain valid data to improve the quality of services.
- Analyze program needs and outcomes for the scope of authority and develop plans and projects as needed to ensure program outcomes.
- Oversee the adherence of Region 1 staff in the procedurally correct use of eJAS program components, timelines, and associated program tasks.
- Produce program data reports, performance analysis, and consultation for local and statewide strategic planning.
- Plan and organize WorkFirst Program Specialist training.
- Contribute to the development of and provide training to staff on programs, principles, and practice techniques.
- Be responsible for contract management of WorkFirst contracts and support services.
- Facilitate region wide meetings with WorkFirst Supervisors and staff.
- Provide direct supervision to one or more Social Services Training Specialists and Management Analysts.
- In depth knowledge of the WorkFirst program, systems and services including laws and regulations.
- Knowledge of CSD procedures and systems such as Ejas, Barcode, WFO, etc.
- Ability to manage others, work independently and lead a regional team.
- Ability to collaborate, develop, manage, and coordinate the WorkFirst program in a very large and diverse region.
- Strength in organizing priorities and disseminating information
- Ability to communicate and convey ideas with diplomacy and tact
- Ability to facilitate workgroups and meetings
- Ability to present complex information to regional management and community stakeholders.
Professionals with a Masters degree in social work, human services, behavioral sciences or an allied field, and 3 years of professional experience in planning, administering, developing, delivering social, financial, health or chemical dependency treatment services programs.
OR
A Bachelor's Degree in any of the above fields and 4 years of experience. Equivalent experience may substitute year for year for education.
