Job Summary:
The Department of Economic Security, Office of the Director is seeking an experienced and highly motivated individual to join our team as a Records Program Administrator (Records and Privacy Program Administrator). This position functions as the administrator of the DES Public Records Request system, responsible for cross-divisional coordination to identify and resolve system issues, proposing and participating in system upgrade implementation, and overseeing the user experience, including training and licensing. The Records System Manager also provides leadership to the Governance and Innovation Administration (GIA) Information Management Coordinator / Public Records Coordinator and, as applicable, assigned interns.

Job Duties:
  • Oversee day-to-day public records request operations, including tracking incoming requests and ensuring requests are delegated to appropriate recipients within DES. Ensure divisions receive accurate and thorough information and direction needed to fulfill specific requests, upon request. Oversee fulfillment of public records requests assigned to GIA. Review and approve large-scale redaction projects prior to records transmittal.
  • Supervise the GIA Information Management Coordinator / DES Public Records Coordinator and, as applicable, assigned interns in the fulfillment of public records requests, provision of information to internal and external stakeholders, and completion of special projects. Identify and support opportunities for professional development and provide performance management.
  • Proactively identify potential and existing system issues and serve as as the primary point of contact for users experiencing system issues. Work with users to troubleshoot issues, and coordinate with the Division of Technology Services (DTS) and the Division of Business Services (DBS) to ensure resolution of known issues.
  • Develop and continuously update public records system user training in coordination with DTS, DBS, and the Office of Professional Development. Schedule and deliver training to new users, as well as general training to existing users as applicable, such as the implementation of new system functionality.
  • Research capabilities of cutting-edge public records requests systems and propose upgrades and improvements to the DES system. Review DES products such as templates, workflow, and other functionalities to identify opportunities for improvement and implement improvements.
  • Produce and provide public records system reports, including performance metrics and user data, to DES leadership and other stakeholders at regular intervals and upon request. Assist users with system configuration allowing for independent and customized access to system metrics.

Selective Preference(s):
Bachelor's Degree (advanced degree preferred) in Public Policy, Public Administration, Law, Political Science, or related field. At least five (5) years of relevant professional experience in a leadership position with focus on human services policy and program design and implementation.
Pre-Employment Requirements:
Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) and have an acceptable driving record in accordance with DES Fleet Management-Safety Program Policy and Procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
