The Position

Under general direction, plans, organizes, oversees, coordinates participate in, and reviews the work of staff performing difficult and complex technical, field, and office support related to all programs and activities of the Public Works Divisions assigned; administers current and long-range planning activities; manages the effective use of the appropriate City's public works maintenance resources to improve organizational productivity and customer service; provides complex and responsible support to the Public Works Director in areas of expertise, and performs related work as required.

Education & Experience:

Any combination of education, training, and experience that would provide the required knowledge, skills, and abilities combined with any required licenses is qualifying. A typical way to obtain the required qualifications would be:

Two years of college or possession of an Associate of Arts degree with major course work in water, engineering, or a related field and three years in any combination of construction contracting, public works, or work that will have provided the required knowledge and skills. Five years of increasingly responsible experience in the supervision and management of Public Works projects and activities. (Additional experience in the supervision and management of public works operations may be substituted for up to two years of the required education on a year-to-year basis).

Licenses and Certifications:

  • Valid California Class C driver’s license with a satisfactory driving record is required at the time of hire.
  • Valid State of California Water Resources Control Board (SWRCB) Distribution Operator Grade II at time of hire.
    • Ability to obtain State of California Water Resources Control Board (SWRCB) Distribution Operator Grade III by January 2024.
  • Valid State of California Water Resources Control Board (SWRCB) Wastewater Treatment Operator Certificate Grade II or higher is required at the time of hire.
    • Ability to obtain State of California Water Resources Control Board (SWRCB) Wastewater Treatment Operator Certificate Grade III by January 2025.
    • Ability to obtain State of California Water Resources Control Board (SWRCB) Wastewater Treatment Operator Certificate Grade IV by January 2026.
  • Possession of or eligibility to test for a Grade I Water Treatment Operator Certificate issued by the State of California Water Resources Control Board (SWRCB) is preferred at the time of hire.
  • Eligibility to test for California Water Environment Association (CWEA) wastewater Collection System Maintenance Grade I is preferred at the time of hire.
  • Eligibility to test for Cross Connection Control Specialist Certificate is preferred at the time of hire.

Other Requirements:

  • Ability to work extended hours as necessary
  • Ability to respond to emergencies on a 24-hour basis.

PRE-PLACEMENT PHYSICAL EXAM & DRUG AND ALCOHOL TESTING:

Any candidate that is selected will be required to successfully complete a pre-employment process, which may consist of a comprehensive background check, fingerprinting as well as a medical exam and drug and alcohol screening test prior to the final appointment. A copy of the City’s Drug and Alcohol Testing Policy is available upon request.

BENEFITS

RETIREMENT: Public Employees Retirement System, 2% at 55 – Classic, 2% at 62 - PEPRA

HEALTH INSURANCE: Medical, Dental, and Vision for employees and eligible dependents. Plan with an employee premium of $135.00/Month, and 25% of the premium for dependent coverage.

LIFE INSURANCE: City paid policy in the amount of $ 50,000.

LONG TERM DISABILITY: City-paid policy.

DEFERRED COMPENSATION: Employee may elect to enroll in the plan. City Match up to $100 per month.

SICK LEAVE: Accrued at 10 hours per month, unlimited accrual.

HOLIDAYS: 13 paid holidays, plus 1 floating holiday

VACATION: Less than Five (5) Years/10 days per year; Five (5) or More Years/15 days per year; Fifteen (15) or More Years/21 days per year

MANAGEMENT LEAVE: 80 hours per fiscal year

EMPLOYEE ASSISTANCE PROGRAM: Fully paid for employee and eligible dependents

BILINGUAL PAY: $ 130.00 per month for employees who qualify.
