Job Description

As a Public Safety Telecommunicator, you will be the first step in gathering, disseminating and maintaining information to support the coordination of emergency responders with the public needs. You will perform a variety of complex task while multitasking and prioritizing complaints, non-emergency inquiries, and emergency situations within Hutchinson County. Telecommunicators display professionalism while communicating by phone and radio while imputing critical data in computer databases. The dynamic environment allows the telecommunicator to enhancing the safety of the public, fire, law enforcement, and medical personnel.

Essential Duties and Responsibilities
Performs a variety of routine clerical, administrative and technical work in receiving and dispatching routine and emergency information; keeping official records; and assisting in the effectiveness of the standard operating policies and procedures of the dispatch center.
Simultaneously perform various tasks while in the reception of multiple audio and visual sources including telephone, radio, Computer Aided Dispatch systems, maps, monitors, and processes. Quality data entry is essential.
Receive, screen, evaluate, coordinate, updates records and disseminate information via specialized computer and communication systems to the appropriate persons.
Monitor individuals in holding cells for proper conduct, safety, and medical or other needs.
Periodically assist local law enforcement with persons under arrest at the Municipal Building to include; same-sex custodial searches of persons in custody under law enforcement supervision and assisting arrestees with changing out of clothing when applicable.
Maintains confidential information and records.
Performs other related duties as assigned or as apparent.

Supervision Received:
This position works under the direction of the Dispatch Supervisor in the Emergency Management Division.

Supervisory Responsibilities:
The Public Safety Telecommunicator does not routinely supervise subordinates. However, limited supervision may be assigned for training personnel department personnel.
Knowledge, Skills and Abilities

Education & Experience - LEVEL ONE MINIMUM:
Have, or be able to obtain within twelve (12) months a TCOLE Telecommunications Operator certification.
No Felony Convictions; and
No Class A or B misdemeanors or other disqualifying criminal histories within the past 10 years; and
Must be a U.S. citizen; and
Valid Texas Driver's License; and,

Within 6 months of employment obtain the following:
State licensing in TCIC/NCIC Full Access
ProQA Certifications: Emergency Medical Dispatching (EMD), Emergency Fire Dispatching (EFD),
Emergency Police Dispatching (EPD),
Cardiopulmonary Resuscitation (CPR),
FEMA IS 100/700

Level Two Minimum:
Two Years of experience within the Central Dispatch Department as a telecommunicator with increasing responsibility; and
No disciplinary or documented performance counseling within the past 14 months; and
Recommendation and approval of the Dispatch Supervisor and Division Director; and
Emergency Number Professional (ENP) Certification; to include,
Minimum of 3 Years full time experience in emergency communications,
Accrual of 10-points (minimum) for National Emergency Number Association (NENA),
Satisfy internal pre-testing requirements (ENP candidate selection based in part on overall employee conduct, evaluations, assigned NENA training, and pre-testing), and
Passing ENP Certification Course
  • Nena Certification is valid for 4 years. Level Two requires continual renewal of ENP certification.
Failure to retain certification will result in demotion to level 1*

Knowledge, Skills and Abilities - Abilityto create, read, analyze and interpret reports, technical procedures, and /or policies, rules and regulations; to effectively present information with those contacted in the course of work.
Ability to receive, follow and give verbal and written information and communicate effectively orally, by phone, radio, computer, and in writing with the public, colleagues, and co-workers at all times including times of emergency and stressful situations.
Ability to establish effective working relationships with employees, other agencies and the general public.
Ability to multitask to include the use of phone, radio to communicate while searching and inputting data, reading maps, tracking personnel and providing information Physical Requirements/Environment
Ability to sit for prolonged periods of time, maintain mental capacity and alertness while working within an office setting. Have and maintain the ability for typing; sorting; sitting; seeing; filing; reading; decision making; using both hands for simple and firm grasping; fine finger manipulation; clarity of hearing; communicating clearly and effectively, in person, by telephone and radio.
Must have the ability to function in a high stress environment. This includes managing any workplace conflicts with tack and composure.
Ability to aid citizens and co-workers in distress, including, but not limited to assisting in times of crisis with or emergency medical dispatch or first aid/CPR if required.
Ability to obtain a level of acceptable proficiency with a computer and any currently used operating systems. While performing the duties of this job, the member works primarily in office setting. Position is considered essential and working schedule includes holidays, weekends, days, nights and subjected to call in. Work is routinely performed during times of emergency, disasters and stressful situations. The noise level in the secured work environment is usually quiet in office settings, with limited distractions. Additional Information
