Public Safety and Criminal Justice Financial Analyst Job at New York City Council

The New York City Council’s Finance division is seeking to fill a Public Safety and Criminal Justice Financial Analyst position.

KEY RESPONSIBILITIES:

· Provide financial analysis and input to the City Council’s Public Safety and Criminal Justice Committee.

· Review and monitor the budgets of public safety and criminal justice agencies.

· Track actual and projected agency spending and revenues, agency contractual spending and capital project planning, implementation and costs.

· Prepare reports and analyses on budget and fiscal matters for Council budget and oversight hearings.

· Staff City Council Committee task forces which prepare legislative, budget and oversight hearings, monitor agency performance, and follow a broad range of public policy issues.

· Prepare fiscal analyses for proposed legislation.

· Provide oversight and tracking of Council designated funding.

· Prepare analyses on special research questions as directed by the Chief Financial Officer and/or deputy director.

· Represent the Finance Division and Council at meetings and events with City agency Commissioners, union leaders and issue advocates.

· Make presentations to Council Members and staff on key budget and agency issues.

· Advise elected officials and senior staff on budget and policy matters.

· Possess the ability to effectively communicate to a diverse array of stakeholders.

· Must be able to work on the weekends and/or during the evening hours as needed.

QUALIFICATIONS:

· Bachelor’s degree in public policy, economics, finance, business, government administration or a field related to the specific Council budget assignment with a demonstrated interest in public service particularly related to public safety and criminal justice, and superior writing skills, master’s degree is strongly preferred; or,

· Master’s degree from an accredited college with a concentration in accounting, financial management, financial analysis, and/or public policy or a field related to the specific Council budget assignment with at least three and/or five years of relevant post-college work experience.

· Excellent quantitative and analytic skills,

· Ability to express themselves clearly and concisely both in writing and orally.

· Experience multitasking on several projects at one time.

· Ability to work under tight deadlines.

· Experience mentoring junior colleagues and guiding work.

· Proven ability to conduct detailed budgetary analysis with limited supervision.

· Prior experience with strategic decision-making.

· Superior organizational and research abilities, capability to establish work plans that include a timeline and deliverables.

· Proven ability to complete projects on time and with limited supervision.

· Ability to independently prioritize workload based on timeline, importance, and sensitivity of the assignment.

New York City residency required within 90 days of appointment.
