Job Description
NREL's Energy Security and Resilience (ESR) Center has an opening for a full-time Project Manager. The two primary areas of responsibility for this role are:
(1) Manage projects requiring the development and management of a project timeline; direct project team members through matrixed management; and be accountable for the development and administration of project budgets. Given the cross-cutting nature of the research projects, the role also focuses on working across multiple groups within the Center, and teams across NREL (50% of the time), and
(2) Perform complex financial and resource planning/forecasting duties in coordination with other center project managers and leadership to ensure projects across the center are funded and resourced appropriately (50% of the time)
The Project Manager will be assigned as an NREL point-of-contact for tasks or projects including department financial and resource planning. Responsibilities require some interactions with DOE and/or other project managers and external stakeholders, developing scope of work with partners/DOE, developing an execution plan and assisting senior staff with project execution. The Project Manager may also be required to support quarterly/annual deliverables including project reports, presentations, workshop summaries, etc. The role would also assist the Group Manager and senior research staff with organizing workshops, seminars/webinars, and stakeholder outreach activities. This position will also serve to support the integration of cross-project elements including but not limited to Finance, Procurement, Funds-in, Risk Management, Project and Business Management, and Client/Sponsor teams. Researches, assembles, and evaluates project information or data and recommends process improvement and solutions to project issues.
The Project Manager will need to understand complex research concepts and translate them into growth forecasting, making sure new work is strategically aligned with the growth direction, that staff are available to complete incoming work, and that NREL is making wise use of limited internal investments in the Center.
The job responsibilities include:
  • Supporting principal investigators (PIs) and senior staff with project execution including developing schedules, milestones, budgets, identifying and planning staff resources
  • Supporting, managing, and coordinating projects around capabilities such as the ARIES Cyber Range and ESIF Energy Security and Resilience Laboratory; energy system resilience analysis and validation of mitigations against human threats and natural hazards; and application of NREL capabilities to challenges of strategic energy security.
  • Organizing DOE and stakeholder outreach activities including workshops, webinars, seminars, and industry advisory board meetings
  • Engaging stakeholders including the DOE program managers, external partners including industry, academia, and other national lab partners
  • Working independently to manage complex project(s) activities, deliverables, and problems
  • Collaborating in the development and implementation of methods for analyzing and collectively managing projects.
  • Implementing and manages project control systems and metrics and integrates project data for decision makers.
  • Providing technical information and analysis on project(s) plans, progress, and other information to external requestors.
  • Participating in task and project negotiations.
  • Holding primary responsibility for monitoring and administering funding and expenditures.
  • Establishing project budget. May work with management and senior staff to secure external funding.
  • Leading and mentoring the project coordination team within the Center
    • Delegating new project awards to other Project Coordinators
    • Providing training on new processes/best practices
  • Tracking and analyzing progress towards T0 and T1 annual targets
  • Setting, monitoring, and updating staff coverage forecasts and targets
    • Planning for new hires and providing substantive justification for issuing requisitions
  • Planning, tracking, and reporting on indirect and institutional investments
  • Representing the ESR Center as its lead Project Manager in meetings at higher organizational levels.
Note: This position will require regular in-person job duties and is not eligible for 100% remote options.

Basic Qualifications
For Project Manager III: Relevant PhD or equivalent relevant education/experience. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience. Advanced understanding and application of project management principles, concepts, practices and standards. Advanced knowledge of technical field and related disciplines. Contributes to the development of new principles and concepts. Excellent interpersonal, conflict resolution, teaming and communication skills.

Project Manager II: Relevant Master's Degree or equivalent relevant education/experience. Or, relevant Bachelor's Degree and 2 or more years of experience or equivalent relevant education/experience. Complete understanding and application of project management principles, concepts, practices and standards. Full knowledge of technical field and related disciplines. Very good interpersonal, conflict resolution, teaming and communication skills.
  • Must meet educational requirements prior to employment start date.
Additional Required Qualifications
  • Clearance: Ability to obtain and maintain a DOE Security Clearance*.
    • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
Preferred Qualifications
  • Strong interpersonal, conflict resolution, and teaming skills.
  • Highly detail-orientated and thorough.
  • Desire to continually develop project management skills, including learning how to use and apply new project management tools or using existing tools to meet project management needs.
  • Demonstrated skills to administer project sites, such as SharePoint.
  • Strong interest in learning about technical and institutional aspects of NREL’s energy research projects.
  • Demonstrated ability to build and maintain trusting relationships with team members and project leaders.
  • Master's degree OR a Bachelor's as well as a PMP or other project management certification
  • Knowledge and experience with managing complex projects (>$3M total funding).
  • Experience with engaging with commercial entities.
  • Proficiency and experience using Microsoft Excel and the Microsoft Office Suite and other computer software programs such as PowerBI needed to effectively track and manage a project.
  • Knowledge and application of project management principles and practices.
  • Skills in problem solving related to project challenges.
  • Ability to prepare professional communications that are appropriate for internal and external stakeholders

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Project Manager III / Annual Salary Range: $77,600 - $139,700
Job Profile: Project Manager II / Annual Salary Range: $71,300 - $117,600
