Harford County Housing & Community Development is seeking to fill a position of Program Eligibility Analyst I to perform a level of services required by HUD and Harford County. Under the immediate supervision of the Program Eligibility II, the Program Eligibility Analyst's I responsibilities include, but may not be limited to performing initial eligibility interviews and annual recertification of participating families, handling family moves, terminations, interim changes, correspondence, telephone inquiries, and scheduling, as well as file maintenance, file scanning, front desk coverage, telephone coverage, and other duties as assigned. The Program Eligibility Analyst I liaisons with service agencies, tenants, and owners.
Minimum Qualification Requirements
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of interview techniques; computer including computer data entry, analyzing data, and oral and written communication. Ability to work independently; work tactfully and non-judgmental with clients from disadvantaged situations; interpret and apply complex regulations; understand technical legal forms and documents; work under pressure, with interruptions; prioritize responsibilities; demonstrate flexibility; interact harmoniously with co-workers in stress-related field; push and pull track file cabinets; bend, stoop and kneel; sit for prolonged periods of time; drive a County vehicle to attend meetings and act as a representative of the Agency. Working knowledge of Housing Choice Voucher (Section 8) Program policies and procedures. Bi-lingual services would be a bonus.
EDUCATION:
Possession of an A.A. Degree.
EXPERIENCE:
Minimum of two (2) years interviewing experience. Proficiency in the use of computer data entry. Current knowledge of Federal rental housing program beneficial.
LICENSE:
Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.
