Position Summary: Under the direction of the Process Safety Manager, the PSM Specialist will work independently and with other department’s team members to accomplish the goals of the Engineering Department and MLI. This position will work with engineering personnel to assist in ensuring compliance with PSM and all local, state, and federal regulations. The PSM Specialist will demonstrate professional appearance, behavior and attitude at all times while performing their job duties.

Schedule: Monday-Friday 8am-5pm, Onsite, Moses Lake Washington

Primary Duties and Responsibilities:

  • Assists in ensuring compliance with PSM and all local, state, and federal regulations.
  • Organizes and provides PSM-mandated training to all applicable employees and contractors.
  • Reviews and assists with Management of Change (MOC), Pre-Startup Safety Reviews (PSSRs) and Process Hazards Analysis (PHA).
  • Assists in developing, implementing and sustaining PSM specific policies, procedures, programs and training to achieve and maintain compliance with PSM regulations.
  • Reviews chemical process related projects to ensure compliance and viability with all PSM programs.
  • Serves as one of the primary respondents in the event of any PSM audit activity.
  • Help oversee, coordinate and participate in employee participation activities in accordance with PSM.
  • Actively participates in team setting chemical process related activities.
  • Assists in maintaining the facility’s RMP plan including the offsite consequence analysis as needed.
  • Promotes a process safety culture
  • Works to improve skills by staying abreast of current technologies and PSM regulation requirements.
  • Performs other similar or related duties as requested or assigned.

Required Knowledge, Skills and Ability:

  • Knowledgeable in the requirements of OSHA 1910.119 / WAC 296-67 PSM regulations.
  • At least 5 years’ experience in Highly Hazardous Chemical Processes or petrochemical process plant in operations or PSM involvement.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedures.
  • Ability to effectively present information and respond to questions from groups of managers and clients.
  • Ability to be familiar with the use of design software, as well as word processing and spreadsheets is expected.
  • Must be well organized and have the ability to multitask.

Working Conditions: Duties are generally performed indoors and outdoors, in all weather conditions, in a 24-hour per day, seven days per week manufacturing environment. Working around hazardous materials and chemical manufacturing equipment is routine. The employee may work in the presence of fumes or airborne particles, hot, toxic, or corrosive chemicals, water, liquids, and electrical equipment. Employees will work in a covered Process Safety Management (PSM) environment containing threshold quantities of flammable liquids and/or gasses that have a potential for fire or explosion. Employees working in this environment are required to be free from devices that are not considered intrinsically safe. Examples of devices that may not be intrinsically safe include Insulin Pumps, Pace Makers, Pain Management devices, etc. The noise level in the work environment is occasionally loud. When working in the presence of these hazards, the employee is expected to follow company safety rules and use proper personal protection such as hardhat, respirator, hearing protection, protective clothing, safety glasses, safety footwear, etc. MLI is an alcohol and drug-free workplace.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, and listen. The employee will use objects, tools, controls, or keyboards; reach with hands and arms; kneel, crouch, and occasionally climb. The employee occasionally works around production equipment and material moving equipment, such as forklifts, that require attention to the working environment.

The employee is regularly required to see and read drawings and documentation and occasionally gauges and instrumentation. Specific vision abilities required are color, close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The employee must regularly lift and move up to 25 pounds without assistance and with assistance; containers, equipment and tools of greater weight.
