We are looking for a Pricing Analyst with a keen interest in costing and experience interfacing with proposal development to join our team. You will join our rapidly growing team at Persistent Systems’ New York City headquarters and help to support the successful operation of the company’s contracting and capture functions. This includes preparing proposals to price them to win. This role reports to the company’s Pricing Analyst Manager.

This position offers visibility and requires extensive contact with all proposal team members and subcontractors in the development of Cost proposals. This includes proposal development for ongoing programs, Engineering Change Proposals (ECP’s) and guiding competitive new business pursuits. Activities include planning, guiding and performing pricing and cost proposal development in accordance with customer requirements and current government regulations, laws, and company policies.

• All pricing support functions from pre-RFP activities, including:

  • Work with Capture, Contracts and Program teams on forming, planning, and managing all cost volume development activities such as compiling cost, schedule, and technical elements in accordance with the Request for Proposal (RFP) specifications
  • Translate Level of Effort (LOE) into a written Basis of Estimate (BOE) and eventually a cost proposal that will withstand an audit and contract negotiation
  • Selecting appropriate pricing methods (PO History, vendor quote, etc.) for each item included in the proposal
  • Understand business environment (such as customer budgets, competitor bidding behaviors, and compliance requirements) to make recommendations regarding pricing strategies.
  • Ensure compliance with all applicable internal and external requirements including estimating system requirements in accordance with FAR/DFARS.
  • Develop cost models in support of proposals, overall pricing strategy determine profitability of project

• 
  Cost analysis of past programs to determine actual profitability
• Research and analyze historical data, and provide process improvements
• Support proposal reviews with detailed Bills of Materials and Cost Estimating Relationship (CERs) Estimates including accompanying supporting data
• Perform analysis on potential competitor pricing on competitive proposals
• Provide pricing justification and support during negotiations and DCAA interactions
• Work with evaluating labor rates annually
• Develop a path for preparing proposals with a recommended Price to Win
• Managing awarded pricing spreadsheets and any internal reporting

• Bachelor’s degree in Accounting, Business or related discipline and minimum 2 years of prior relevant experience
• Experience in cost analysis with contract proposals
• Exposure to different contract types (FFP, FFP LOE, CPFF, CPIF, CPAF, FPIF, T&M)
• Able to work both autonomously (self-guided) and as an integral team member in a highly dynamic work environment
• Proficiency in Microsoft Office, including Word and Excel
• Must have a United States Security Clearance or the ability to obtain a United States Security Clearance

• Experience developing a path for preparing proposals with a recommended Price to Win
• Experience interfacing with Capture and Program organizations
• Experience working on competitive and sole source proposals in up to $50 Million
