About the division:

Clinical Quality and Care Transformation (CQCT) Division is responsible for designing and implementing clinical policy; conducting oversight and monitoring of all clinically related programs; and communicating with stakeholders, providers, plans, and delivery system partners on clinical activities and issues.
About the position:
Are you looking to make a difference in your community? The Prescription Drug Affordability Board Manager serves as the state’s expert, creating pharmacy purchasing strategies and innovative services and benefits for Washingtonians and residents of those states who join these efforts. This position is responsible for managing and staffing the Prescription Drug Affordability Board established by law (2SSB5532, 2022). The Board is a newly created body with Governor appointed positions for the purpose of identifying high-cost prescription drugs, conducting affordability reviews and establishing and implementing upper payment limits on certain prescription drugs. This position is also responsible for overseeing statutorily required advisory committees created by the Board. The incumbent bears accountability for exercising these responsibilities and fulfilling deliverables by due dates outlined in law, including rulemaking and reports to the Legislature.
This position is eligible to telework and is typically not required to report on-site.
Duties
Some of what you will do:
- Independently manage, guide and staff the Prescription Drug Affordability Board (Board) and advisory committees by developing sound yet innovative recommendations to meet requirements in law (conducting affordability reviews, producing market wide data analysis of cost trends and cost drivers, and setting upper payment limits for prescription drugs that have led or will lead to excess costs, to reduce the overall cost of care).
- Develop and implement operational procedures for the Board and advisory committees through the rule making process.
- Develop and manage the work plan of the Board and advisory committees to result in production of required deliverables, take steps to anticipate and address administrative and financial challenges and proactively coordinate discussions to resolve potential issues.
- Develop, interpret, and implement state, federal or judicial mandates related to the Prescription Drug Affordability Board and the upper payment limits set by the Board.
- Manage and direct the work of staff assigned to staff the Board, and ensure legislative requirements are timely met with high quality.
- Resolve program related problems. Determine the root cause of issues or problems within the program.
- Track local and national prescription drug affordability efforts and identify and apply best practices.
- Advise Governor’s Health Policy and Budget Advisors, HCA executives and operations staff, stakeholders, tribes and legislative health and other committees on the impact of the work of the Board and alignment opportunities with other health transformation, affordability, and delivery system transformation projects and strategies.
- Develop and present updates on the Board to stakeholders at all levels, including required reports to the legislature, and manage and develop an effective external communication plan to advance the work of the Board.
- Manage contracts with consultants by developing project scope and deliverables and providing additional guidance to ensure project goals and work products meet expectations.
- Represent HCA and Washington State in meetings and negotiations with state and federal partners on major, substantive grants and funding partners.
- Lead the program to include hiring, training and development of staff engaged in this work both directly and indirectly.
- Provide consultation to leadership and assure that they have the appropriate degree of understanding of the work of the Board.
- Maintain integrity of program process; identify, develop, and implement process changes.
- Provides testimony and analysis to the governor, legislature, state agencies and other stakeholders regarding the pharmaceutical purchasing strategy and policy.
- Lead internal workgroups comprised of data, clinical, and policy experts and leaders to guide, vet and finalize recommendations to the Board.
- Create, adopt and implement Washington Administrative Code (WAC) rules.
Qualifications
Required qualifications:
- A Master’s degree in business administration, health administration, public administration, law, or related field or comparable combination of graduate education and experience.
AND
- Four (4) or more years’ of progressively responsible project management experience in health coverage policy and program development including appropriate use of research, data, limited resources, and analysis of other state demonstrations, to formulate and advise decision-making, issue resolution and policy development.
Additional relevant education may substitute in part for required experience.
- Demonstrated knowledge and expertise in the consumer and supply-side prescription drug purchasing strategies that impact cost and quality of health care provided to Washington residents.
- Demonstrated knowledge of health care expenditures, local health care industry and delivery system trends and performance, mechanics of health care payments and insurance, financing, and health care cost drivers (labor, capital costs, supply costs, uncompensated care, administrative and compliance costs, and taxes).
- Demonstrated experience leading large projects that require significant internal and external stakeholder engagement.
Demonstrated ability to:
- Identify and create processes to establish complex programs or resolve complex or difficult issues.
- Think strategically including long-range planning, procurement and effective management of external contract resources, and budget management.
- Coordinate and motivate diverse resources to quickly resolve critical health policy issues.
- Project, contractor, and stakeholder management.
- Build consensus and negotiate terms.
- Analyze and interpret data for policy making.
- Make independent judgements and decisions.
- Good communications with people.
- Strong oral and written communication skills directed to the executive level.
Preferred qualifications:
- Advanced project management skills.
- Extensive knowledge of federal government and other states’ experience and efforts with prescription drug affordability, drug price transparency, or setting upper payment limits on prescription drugs or setting health care growth benchmarks.
- Demonstrated knowledge of and experience in health care delivery systems and reimbursement mechanisms particularly related to the purchase of pharmaceuticals.
Demonstrated knowledge and experience with:
- Drafting legislation, rules and regulations, contracts, and other legal documents, and legislative testimony.
- State and Federal laws and regulations related to health care purchasing, policy, Medicare, Medicaid, and state and Federal health care.
