Position Description
The Planner position is responsible for assisting with planning projects conducted in Harris County Engineering Department including Harris County Transportation Plan, safety studies, multimodal transportation plans, resiliency plans, parks master plans, infrastructure needs assessments, neighborhood plans, impact studies of construction projects, performance measurement, etc. The Planner will work collaboratively and support the daily activities of the Planning Team, including data analysis, mapping, technical reports, and outreach. The incumbent will assist in research and development of datasets related to planning, infrastructure needs assessments, and performance measurement, and will help with outreach and coordination with key clients and stakeholders. The Planner will prepare technical information and effectively communicate that information to external and internal audiences orally, in writing, and in presentations.
Duties and Responsibilities:

Assist transportation planning projects that improve mobility, safety, multimodal connections, and resiliency in Harris County

Development of project scopes of work
-
Support project teams including internal and/or external team members
-
Data analysis using tools such as excel, ArcGIS, and other programs
-
Development and/or review of report content, data analysis, and project recommendations

Assist and coordinate on stakeholder and public involvement
-
Receive direction from leadership and senior staff on planning projects and assist as needed

Work with consultant teams in implementation of planning projects

Other duties as assigned, including special tasks involved in conducting planning and infrastructure needs

Requirements
Education:
-
Bachelor's Degree in City Planning, Civil Engineering or an applicable academic discipline or related field of study
Experience:
-
One (1) year of county, city, regional planning experience
Knowledge, Skills, and Abilities:
-
Experience in development of county, city, corridor, transportation plans, multimodal and access management plans, congestion management, safety, parks, resiliency, or bicycle-pedestrian plans
-
Experience with MS Office, graphic, and mapping (ArcGIS) software
-
Strong communication and presentation skills

Preferences
Education:

Experience:

Three (3) years of experience working with local government, nonprofit programs, school or in job related duties
Knowledge, Skills, and Abilities:

Thorough knowledge of transportation planning, transportation and land use planning, policies, regulations and best practices

Experience with stakeholder and public engagement

Experience in presentations to committees
