Position Description

Title: Personnel Technician Reports to: Asst. Supt., Human Resources

Department: Human Resources Classification: Confidential

FLSA: Non-Exempt Salary Range: $61,589 - $66,693

DEFINITION
The individual in this position will perform complex personnel and clerical duties requiring an intimate knowledge of personnel policies and procedures, human resources systems, employment law and compliance, labor agreements and general payroll procedures.

CLASSIFICATION CHARACTERISTICS
This position is a non-management, non-classified confidential position which serves as the assistant to the Assistant Superintendent of Human Resources. Duties performed in this position require a high degree of confidentiality, extremely good judgment and diplomacy in dealing with employees and applicants. The individual works with a high degree of independence. The visibility of work requires attention to detail, excellent organizational skills, and discretion with confidential information.

REPRESENTATIVE DUTIES: Incumbents may perform any combination of the essential functions shown below. This position description is not intended to be an exhaustive list of all duties, knowledge, or abilities associated with this classification, but is intended to accurately reflect the principal job elements.

  • Plan, organize and perform a wide variety of personnel transactions that pertain to applicants and certificated and classified employees;
  • Provide a wide range of personnel-related information to employees, applicants and other school districts;
  • Prepare correspondence memorandum, reports, and other communicative documents that include technical terminology requiring a familiarity with legal mandates, Board Policies,

Administrative Regulations, collective bargaining agreements and operational procedures, i.e. FMLA, Health and Welfare benefits, leaves, etc.;

  • Maintain employee records related to Worker’s Compensation claims; act as liaison between district, Risk Management administrator, and employees; complete mandated reports;
  • Communicate with attorneys and maintain legal files and records of employees;
  • Maintain files on applicants and open positions; and schedule and prepare for employment testing and interviews;
  • Revise and maintain job descriptions for certificated and classified positions;
  • Write and upload job postings on Ed Join – monitor application process;
  • Communicate school officials and past employers process employment verification;
  • Instruct employees and applicants on the completion of various forms;
  • Request verifications of employment performance, recommendations and transcripts;

  • Communicate with county and state officials regarding credential requirements;
  • Transcribe substitute information and call substitutes;
  • Prepare memos and personnel orders for Board agenda;
  • Compile step and column advancement information for budget purposes and Board action;
  • Assemble State Worker’s Compensation insurance information and submit required reports;
  • Complete and submit annual reports for CALPADs, CBEDS, and other county, state and federal reporting requirements;
  • Act as district Custodian of Records for California Department of Justice; maintain employee fingerprinting records;
  • Update employee personal information and other data;
  • Update and maintain personnel policies and regulations;
  • Maintain master files on labor contracts; revise contracts per negotiated agreements;
  • Conduct research for collective bargaining proposals and grievance responses;
  • Control and coordinate employee evaluation process, including sending forms with dates to managers and filing completed evaluations in personnel files;
  • Communicate with Business/Accounting office about salary and other compensation;
  • Maintain district salary and benefit tables on payroll system;
  • Annually update and revise seniority lists for employees in both bargaining units;
  • Verify credential registration with County and the Commission on Teacher Credentialing;
  • Assist employees with retirement planning;
  • Compose and type correspondence;
  • Respond to mail not requiring the Assistant Superintendent’s personal attention;
  • Performs other duties as assigned.

KNOWLEDGE OF:

  • Modern office practices, trends, standards and organization;
  • Procedures, methods, strategies and techniques pertaining to the operation of a Human

Resources office;

  • LACOE HRS System, including Employee Data Base (EDB) input and maintenance, and

Table/Stipend development and maintenance;

  • LACOE PeopleSoft System, including the creation and receiving of purchase orders;
  • Office equipment and data management systems;
  • State and Federal legal mandates and policy regulations which govern employment including Education Code and Labor Law;
  • Intermediate mathematical operations and basic accounting principles;
  • Correct English usage, spelling, grammar and manuscript/report formatting;
  • Effective and efficient oral and written communication techniques, strategies and procedures;
  • AERIES Student/Employee Data system;
  • Microsoft Windows operating systems; Word, Excel, and Publisher.

Ability to:

  • Coordinate, organize and monitor the clerical functions of the Human Resources office;
  • Maintain files and records in a highly organized manner;
  • Effectively and efficiently perform highly responsible clerical, secretarial, confidential and

  • Establish and maintain positive, cooperative relationships and maintain a calm, tactful and helpful manner in all interactions with people;
  • Ability to work on multiple projects simultaneously, with frequent interruptions and shifting priorities;
  • Deal effectively with a wide variety of personalities and situations requiring diplomacy, poise and firmness;
  • Analyze problems, development alternative solutions and use sound judgment when making independent decisions;
  • Adhere to deadlines and timelines;
  • Maintain confidentiality in all aspects of employee records and/or communication and with respect to the collective bargaining process;
  • Understand, interpret, and explain to others a wide variety of policies, laws, rules and regulations and collective bargaining agreements;
  • Prepare comprehensive reports;
  • Communicate effectively in oral and written form;
  • Establish and maintain complex data management system using computer systems;
  • Efficiently operate computer word processor, spreadsheet, presentation and office applications;
  • Type at a net corrected speed of 60 wpm.

MINIMUM QUALIFICATIONS:
Any combination of experience and training that provides the required knowledge and skills is qualifying.
Minimum Education :

High School diploma; College units or coursework in business, administration, secretarial and/or office management systems.

Experience:

Three years of highly responsible secretarial or administrative experience. Experience in a
Human Resources office is highly desirable.

  • Candidates may be required to take a performance assessment(s) to qualify for the position;
  • Candidates may be required to possess a valid and appropriate California Driver’s License.
