Position Description

Assists in processing payroll bi-weekly to ensure all employees are paid accurately and timely by maintaining electronic payroll records, maintaining FLSA and unsigned timecard noncompliance lists, and reviewing all timecards for accuracy and contacting departments to correct errors before processing. Other duties include providing customer service to departments and employees on payroll related inquiries, reconciling and processing supplemental insurance payments, and performing other duties as directed by supervisor which may include verifying employment information for agencies, submitting garnishment payments to agencies, signing and processing loan applications, and serving as a notary.

Typical Tasks

Review timecards for accuracy, FLSA compliance, timecard approval compliance, contacting departments for corrections, making corrections to errors prior to processing. Maintain FLSA non-compliance spreadsheets. Review payroll timecards for missed punches, negative accruals, short lunch breaks, overall accuracy, etc. Manage unsigned timecards by notifying employees and supervisors and maintain tracking log of manually signed timecards. Reset annual School Leave accruals to ensure compliance with policy.
Reconcile insurance billings monthly; process administrative fees payments; maintain monthly health, dental, and vision accounts receivable adjustments; monitor claims payments for dental, vision, and medical insurances monthly; and submit Firemen's Pension quarterly reports to the State.
Processes employee paperwork by updating employee information, processing loan information, updating tax withholding changes, maintaining files and making changes as requested by employees. Serve as the first point of contact for payroll questions, concerns, and/or support for supervisors and employees. Complete child support information reports and return to agencies. Process wage verifications, sick bank enrollments, payroll adjustment forms, etc.
Prepare and scan payroll documentation, such as: ICMA loan schedules, IRS levy documents, garnishments, child support orders, W2's, etc. into TCM; coordinate with HR and IT staff to ensure no duplication of records
Processes payroll for direct deposit by keying time changes for employees, entering direct deposit information, and performing duties in the absence of Payroll Accountant. Assist employees with questions on direct deposit portal including navigation, unlocking users, and password resets.

Required Qualifications
Education / Experience :
Associates degree or higher in Accounting, Finance, Business Administration, Public Administration or closely related field and Three (3) years of full-time professional experience in payroll, accounting, financial analysis, or other position requiring compilation, reconciliation, and analysis of detailed financial information.

High School Diploma and Five (5) years of full-time professional experience in payroll, accounting, financial analysis, or other position requiring compilation, reconciliation, and analysis of detailed financial information.

Other Requirements: Valid Driver's License; Bondable

Preferred Qualifications
  • Candidates should possess good verbal and written communication skills, be detail oriented, have the ability to analyze and resolve problems through effective customer service interface and communication and manage workflow to ensure all payroll transactions are processed accurately and timely.
  • Experience in local government administration, payroll accounting and reporting, and time administration.
  • Thorough knowledge of overtime and compensatory rules and regulations as they apply to public employers.
  • Possession of Fundamental Payroll Certification (FPC) or ability to obtain within two years of hire.
  • Preferred candidate will possess an Associates degree or higher in Accounting, Finance, Business Administration, Public Administration or closely related field.
Note: Driving, criminal, and credit history check is required for the selected candidate. Selected candidate will also be required to pass a post-offer drug screen.

PHYSICAL DEMANDS: Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:
- NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.

  • Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 12 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).

  • Part-Time Employees will earn paid leave benefits on a pro-rated basis.
