We are currently seeking a part-time Senior Project Manager to join our Global Program Management Team. The position is responsible for the management and oversight of several solar related programs. The position may supervise assigned home office project staff and subcontractors/subgrantees, oversees financial management and reporting, ensures contract compliance and technical performance. The position serves as the Home Office liaison and point of contact for funders and partners. The Senior Project Manager plays a leadership role in new business and proposal development and represents ICMA on projects at conferences/events.

The part-time Senior Project Manager reports to the Project Director or the Director of Funded Technical Assistance Programs.

What You'll Do:

General Management/Technical Responsibilities

  • Manage and oversee project technical and financial performance, recruitment/hiring, and compliance functions.
  • Support the Project Director in the management and supervision of home office staff and subcontractors.
  • May directly supervise Assistant Project Managers or Project Managers and provide guidance and training to them in project management. Provide relevant training to field office staff and/or subcontractors in ICMA processes and procedures.
  • Identify and assign appropriate technical and human resources assistance to accomplish project goals.
  • Identify gaps in human resource needs and capacities, and together with the Project Director provide training and subject matter expertise to fill those gaps.
  • In coordination with ICMA's finance and contracts team, leads project start-up and close-out activities and conduct interim operational project reviews.
  • Proactively identify and analyze areas of risk, advise project team on solutions and preventative measures, escalate as needed and seek guidance.
  • In coordination with the Project Director, identify opportunities for cross-fertilization among projects to support learning and the development of technical outputs and deliverables as well as contributions to business development.
  • Communicate program requirements and work expectations and track progress.
  • In collaboration with the Project Director, facilitate project planning sessions with internal, business and partner agency stakeholders to determine the scope, objectives, and performance goals of the project.
  • Establish and monitor performance metrics and goals for programs, including process measures, outcomes measures and financial measures.
  • Work closely with the Project Director and/or technical program team to develop, provide input to and review/provide quality control to projects products, services, trainings and deliverables.

Financial Management and Contract Compliance

  • Oversee financial management and reporting on projects to ensure funds are utilized as intended. Oversee and approve budgets and financial decisions and identify need for budget realignments. Responsible for budget creation, financial analysis, tracking of obligated funding and reviewing expenditures and invoices monthly.
  • Oversee the preparation/review of monthly, quarterly, semi-annual, and annual reports for the Global Program Management Team and client.

Communications/Representation

  • Manage relationships with internal team, project partners, subcontractors/grantees and consultants, and ensure compliance and conduct quality assurance of deliverables.
  • Manage the relationship with the client/funder.
  • Effectively communicate program performance results to ICMA team and senior leadership.

Business and Proposal Development

  • Identify opportunities and contribute to the assessment of organizational strengths and weaknesses relative to opportunities. May lead proposals and contribute to technical writing, technical reviews, recruitment, and budget development/pricing analysis.

What You Need To Be Successful In This Role:

  • Bachelor's Degree in Sustainability, Marketing, Public Administration, Business, Economics, or a related field, or an equivalent combination of education and experience.
  • Eight (8)+ years of related experience managing funded projects (domestic and/or international)

Preferred Qualifications:

  • Master's Degree in related discipline

Knowledge, Skills and Abilities (KSAs)

  • Substantial project management experience, preferably on federally-funded programs, or programs funded by governments, foundations, private sector and/or multilateral organizations in the governance sector
  • Demonstrated interpersonal, communication and collaboration skills working with diverse audiences to convey ideas, collaborate, and sustain productive working relationships
  • Expertise in related technical area
  • Exceptional skills in written and oral communication
  • Proficiency in use of Microsoft Office Suite, including Excel, and Power Point
  • Project and program management skills
  • Prior training in and experience with US Government Federal Rules and Regulations
  • Knowledge of Uniform Guidance, FAR and AIDAR rules and regulations (where appropriate)
  • Demonstrated experience in procurement processes, contract compliance, and budgeting
  • Strong oral and written communication skills
  • Excellent interpersonal skills and ability to work in diverse work environments while demonstrating cultural sensitivity and respect
  • Ability to make timely and sound decisions based on accurate judgment
  • Demonstrated presentation skills
  • Knowledge of and proficiency with Microsoft Office Suite, intranet, and virtual communication platforms

This position is based out of ICMA's headquarters, located in Washington, D.C. Currently, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Our office will remain operational and accessible for staff to use on a voluntary basis, subject to local COVID-19 guidelines.
