Duties

This position is responsible for operating a transportation system between various VA Northern California Health Care System (VANCHCS) facilities, VA/DoD medical centers, other medical centers and private residences. This job consists of driving various vehicles while transporting patients, employees, cargo and mail to the different destinations.

Major Duties include:

a. Drives, maintains and cares for all types of Government owned vehicles such as passenger cars, patient transport vehicles, wheelchair vans, and trucks up to and including one and one half tons.
b. Responsible for transporting patients, employees, lab specimens, and materials safely between various destinations.
c. Completes vehicle daily maintenance checks, including fuel, oil, water, automatic transmissions, instruments, horn, brakes, and any leaks.
d. Insures that all required accident forms, bridge tickets, and manuals arc maintained in the vehicle.
e. Must be able to read and interpret road maps to determine the shortest and quickest route to and from a destination.
f. Must be able to properly load and unload vehicles so as not to injure patients or damage cargo.
g. Performs other duties as assigned

Salary: $23.02 - $26.81 per hour

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2023.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Work requires long periods of driving, lifting and normal dexterity. Moderate to heavy physical effort is required in the frequent handling of patients. incumbent must be able to help non-ambulatory patients from vehicles, wheelchairs or gurneys. Such lifting may require considerable physical exertion, since some patients are debilitated or paralyzed. Patients must be moved correctly while using proper body mechanics to prevent injury. Moderate physical effort is required in handling objects weighting up to 30 pounds and occasional handling of objects weighting over 50 pounds while loading and unloading cargo.

The incumbent is required to work outside and is occasionally exposed to inclement weather conditions while loading and unloading vehicles. Drives in all types of traffic, weather and is exposed to the possibility of serious accidents, The operator is subject to cuts, bruises, and broken bones as a result of accidents while driving or when loading or unloading vehicles. Incumbent may be required to clean potentially infectious spilled bodily fluids such as blood, urine, vomit, and feces from vehicles and equipment, Training to be provided by the Department of Veterans Affairs. Incumbent will be required to work irregular tours of duty.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
