Position Summary

  • This position performs professional and confidential administrative work involving coordination of the City ' s policies related to employment and variety of phases of human resources administration. This includes, but is not limited to, the methods and processes by which job vacancies are filled and employees are acquired and evaluated. Independently reconciles and processes monthly insurance invoices, enters employment and benefit data base changes into the personnel/payroll system, and performs orientation of new employees. Assists with the processing of bi-weekly payrolls and retirement benefit applications. Assists employees and resolves routine problems involving the processing of benefits and other employment related matters. Work is performed under the general direction of the Human Resources Director, who establishes the scope of tasks and projects assigned.

Essential Duties and Responsibilities:

  • Provides for the advertising, recruitment, screening, interviewing and when applicable testing of applicants. Assures that requisitions and employment files are processed in accordance with policies and procedures.
  • Coordinates and reviews background checks, testing, physicals and other pre-employment procedures to assure compliance with employment standards and applicable federal and state laws including but not limited to ADA, EEO and USERRA.
  • Responsible for new employee orientation, enrolling and explaining City benefits to new employees and assuring that appropriate hire papers are completed, and new hires entered into ADG.
  • Responsible for creating and accurately maintaining central personnel files ensuring a continuous record of personnel, insurance, benefit and worker's compensation claims matters.
  • On a monthly basis, reviews and prepares the appropriate forms and assures the timely payment of all invoices for group life, medical, dental, long-term disability and miscellaneous insurance policies. Reconciles deduction registers with billings from the carriers to assure that all employee additions, terminations and coverage changes are included for the payment period.
  • Performs all personnel, payroll, and record data changes and assures the appropriate input of payroll deduction and benefit codes. Maintains payroll and deduction registers as required.
  • Prepares Change of Status (COS) required to record and obtain approval of hires, promotions, transfers and wage/salary adjustments. Maintains an accurate tracking of interim increases and personnel actions pending. Coordinates with the Finance Department to ensure accurate processing of biweekly payrolls.
  • At the termination or retirement of employees completes required exit papers, determines the correct accrual of vacation and sick leave, outstanding receivable balances, calculates final pay entitlements and processes pension applications or contribution refunds.
  • Uses systematic procedures according to the State of Florida for the storage, retrieval, retention and destruction of records.
  • Responsible for processing of health, dental, and life insurance payments, assuring the proper information i s retained in the file and recorded.
  • Keeps the Human Resources Director informed of inquiries, concerns and complaints from employees, applicants and citizens related to Human Resources responsibilities.
  • Completes routine federal and state reports in reference to wages, hiring activity, educational incentives and Medicare programs. Assists Human Resources Director by responding to and completing verifications of employment and routine surveys regarding wages and benefits.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities:

  • Employee must possess computer skills and be proficient in the use of Microsoft Office with emphasis on Microsoft Excel.
  • Employee must have demonstrated excellent verbal and written communication skills, display a high degree of judgement, discretion, and confidentiality, required.
  • Requires knowledge of modern Human Resources administration and federal/state laws pertaining to employment practices; a demonstrated ability to screen, evaluate and refer qualified applicants; demonstrated interpersonal skills including the ability to counsel with employees, influence and obtain results without utilizing authority, and the ability to maintain excellent working relationships with department heads and division supervisors.
  • Must be proficient and evidence experience in the use of Microsoft Office applications.

Education and/or Experience:

  • Associate's degree in related field with a minimum of three years' experience in Human Resources. A combination of professional certification, education, training, experience, and/or public sector experience may be substituted for the minimum qualifications of the college degree.
  • Driver's License Requirement: Valid Florida Driver's License Classification E

  • The physical demands representative of those that must be met to successfully perform the essential functions of this job.
  • The position is semi-active, and the employee is required to walk; stand; move; bend; and reach.
  • The position requires arm, hand, and finger dexterity in order to perform constant typing and frequent filing duties.
  • The employee is regularly required to communicate and exchange information courteously, effectively, and promptly with the public and City staff. This position requires the ability to occasionally lift and move files and office supplies up to 25 pounds.

Job Type: Full-time

Pay: $37,800.00 - $50,400.00 per year
