The Cornell Cooperative Extension Tompkins County Horticulture Team Leader will be responsible for the strategic, administrative and programmatic direction, management, and coordination of programs that aim to provide resources, knowledge, and education to empower stakeholders to understand and enhance the social, cultural, health, economic, and ecological services provided by home and community horticulture. In Tompkins County these programs currently include the Master Gardener Volunteer, Horticulture Education, and Community Beautification programs, in addition to ad hoc support to community stakeholders. Programmatic efforts will include assistance with program development, delivery and evaluation. This position will also serve in a regional capacity by participating with Cornell Garden-Based Learning in appropriate statewide groups and PWTs. An essential component of the position is the ability to coordinate with community stakeholders as well as funders. This individual represents Cornell Cooperative Extension’s programs to the public, community leaders, government officials and Cornell University as part of program delivery.

Required Qualifications:
  • Master’s Degree plus 2 years’ experience relevant to the position.
  • Experience in effective supervision and management.
  • Experience in horticulture.
  • Experience with digital information systems.
  • Ability to clearly communicate (speak, read and write proficiently) in English.
  • Ability and willingness to work with diverse audiences and maintain cultural sensitivity.
  • Ability to communicate effectively, clearly, and tactfully through verbal, written and electronic methods.
  • Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to handle confidential, sensitive information.
  • Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
  • Ability to meet travel requirements associated with this position.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
Preferred Qualifications:
  • Experience with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, and Excel.
  • Experience with Cooperative Extension or other similar educational organizations
  • Horticulture, land use, ecology, and/or environmental psychology coursework.
  • Horticulture related job experience.
  • Familiarity with the community in which the work will take place and ability to utilize program resources within the community.
Responsibilities/Essential Functions:
Program Responsibilities:
Program Development - 10%
  • Apply subject matter knowledge to develop innovative horticultural programming and strategies to meet identified needs and diverse interests of participants.
  • Research, identify, and/or select existing program resources necessary to implement equitable horticultural programming.
  • Develop new educational and program materials to meet participants’ needs.
  • Make programmatic changes based on program evaluation outcomes and to meet changing local and/or statewide priorities or needs.
Program Delivery - 10%
  • Deliver innovative, high quality horticultural programs that address identified programming priorities utilizing a variety of educational methods which may include direct teaching, passive displays, group experiences, media, newsletters, electronic technology, internet, and distance learning.
  • Create lesson plans to deliver horticultural educational program.
  • Utilize existing program materials and educational framework for horticultural program delivery.
  • Serve as a subject-matter resource in the area of horticulture education to staff, other educators, participants, community organizations and the general public.
  • Work to foster acceptance of the equitable horticultural programming methods and policies while addressing community and individual needs and considering diverse audiences.
  • Represent CCE before the public, participants, community leaders, government officials, Cornell or other land grant universities in a professional manner as part of program delivery.
Program Evaluation - 5%
  • Assist in the interaction with program participants and collaborators, Cornell faculty, and staff to collect evaluation data for improving programs.
  • Assist Supervisor with interpreting evaluation data for reporting and program improvement purposes using standard, established policy, procedure and methods.
Administrative Responsibilities:
Direction - 25%
  • Provide complex administrative tasks to support the planning of equitable horticultural programming including, but not limited to, planning the structure of delivering educational programs via various methods.
  • Assist in identifying community and fiscal resources for program continuance and enhancement.
  • Plan effective strategic funding efforts, including assisting Supervisor, Executive Director and/or Finance team with development of grant opportunities to secure funding for ongoing/expanded programming efforts.
  • Make recommendations to Supervisor regarding program budgetary needs.
  • Plan effective strategic marketing efforts, including strategies to reach diverse target audiences, develop public relations initiatives, and expanding strategic relationships with government, economic, educational and community organizations.
  • Assist in creation of a variety of fundraising plans and programs designed to meet overall public affairs goals and objectives.
  • Make recommendations to Supervisor for staffing plan and staff development needs.
  • Plan the review and updating of the Beautification Program strategic plan. May also include planning the updating of strategic plans for other programs
Management - 30%
  • Solve problems and resolve conflicts that arise in the program, using appropriate policies and procedures.
  • Ensure horticultural activities conform to Association and Statewide Plans of Work as well as grant funder requirements.
  • Supervise and provide guidance to staff including coaching, supporting, and providing feedback to enable educators to achieve program objectives and meet the needs of constituents.
  • Identify, develop, enhance and engage networks of volunteers and volunteer leaders.
  • Oversee program volunteers and monitor time to ensure program needs are met.
  • Monitor program to ensure that educational content conforms to policies and objectives of the Association and is research based.
  • Monitor program financial status (income/expense) to ensure compliance with funding requirements, grant specifications, and adherence to Association strategies/Plan of Work.
  • Guide the review and updating of the Beautification Program strategic plan
Coordination/Operation - 15%
  • Organize and coordinate teaching materials necessary for horticultural education programs applying existing subject matter knowledge.
  • Coordinate identified administrative aspects of the initiatives including, but not limited to: preparing correspondence, maintaining files, maintaining participant records, etc. ensuring confidentiality of all information.
  • Maintain communication with constituents and the community through variety of methods such as newsletters, e-mails, electronic technology, internet, social media, website postings and content.
  • Assist with coordination of marketing and promotion of program initiatives through public relation initiatives and networking/collaborating with government, economic, educational and other organizations.
  • Provide information as requested to assist with preparation of reports, impact statements, and success stories on program progress and accomplishments for funders, advisory committees, Board and others as necessary.
  • Coordinate, compile and organize existing program resources and program materials.
  • Maintain records, perform data management and complete program reports as required by the Association in accordance with established policies and procedures as well as in compliance with grant/contract requirements.
  • Collaborate with community agencies as requested or required to facilitate programming, special events, and activities.
  • Coordinate and assist with special projects and outreach efforts as required by Supervisor.
  • Assist in the coordination of effective marketing and communication strategies in the promotion of horticultural initiatives to include, but not limited to: print media, news media, social media, and multi-media efforts.
  • Assist with preparation and submission of grants and funding proposals.
  • Complete required financial documentation to meet grant or budget requirements.
  • Collect evaluation data and program needs assessments from program participants based on existing evaluation framework and guidelines. Submit accurate program related expense and mileage reports in a timely manner as required.
  • Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
  • Collect developed program surveys and evaluations.
  • Recruit partners and eligible participants.
  • Assist in providing training and technical assistance to staff and community members.
  • Complete necessary written documentation as required by program and funder.
  • Assist Supervisor, Executive Director and the finance team with grant proposals to secure additional resources and funding.
  • Assist Supervisor by performing administrative tasks in guiding the implementation of the program budget (i.e. track and approve expenses, provide support for purchasing).
  • Assist in identifying and recommending program needs (i.e. program supplies and materials).
  • Assist Supervisor and Association Communications staff with the implementation in the county or across the region of marketing initiatives including social media and mass media.
  • Assist with identifying ways to reduce costs and maximize existing resources within the Association.
  • Provide administrative tasks in guiding the implementation of marketing strategies.
Professional Improvement - 5%
  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

  • Support the Association to maintain a safe working environment.
  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
