Description:

The incumbent will function as the Deputy Director of the Division of Nursing Homes and Intermediate Care Facilities/IID Surveillance. The Deputy Director is responsible to assist the Director in the management and oversight of the Division of Nursing Homes and ICF/IID Surveillance program, including surveillance and enforcement activities, management of Central and Regional Office program staff and operational oversight of the Bureau of Professional Credentialing. The Division is responsible for the regulatory oversight of approximately 610 nursing homes, 16 Intermediate Care Facilities, and 50 adult day health care programs. In addition, the Division oversees the Nurse Aide Training Program, Nursing Home Administrator Licensure; Centralized Complaint Intake Program; and coordinates Civil Money Penalty Quality Improvement projects.
At a minimum, duties will include development of long-term and short term planning objectives to meet state and federal requirements, and new initiatives to balance resources and streamline practices. The successful candidate will assist the Director in the administration, direction, and coordination of the statewide programmatic development, implementation, surveillance and evaluation activities, meeting performance metrics, and meeting and corresponding with representatives of the Department, external agencies, provider associations, and other stakeholders to develop processes and methodologies required to implement new policy initiatives and support operations; and other duties as assigned including coordinating emergency response as applicable. The incumbent is expected to partner with the other program directors within the Office of Aging and Long-Term Care to effectuate sound policy decisions to improve quality and outcomes for current and prospective New York State nursing home residents.

Qualifications:

Eleven years of professional experience, of which two years must include managerial responsibility for a major health-related program or a major administrative function for a large health-related organization. A bachelor’s degree may be substituted for four years of the professional experience described above.

PREFERRED QUALIFICATIONS
Professional experience in the administration of a federal or state long-term care program. Must have or obtain SMQT within the first year of employment; actively possess experience with the New York State Civil Service recruitment process, staff development and personnel management, excellent decision-making capacity, writing, editing, and interpersonal skills; experience with development of policy objectives, creating operational efficiencies and interpretation of state and federal laws and regulations; and, experience supervising a large number of staff and experience in remote staff supervision and assignment and tracking of duties required.
