Position and Salary:


The Attorney General’s Office is recruiting for a permanent full time Fiscal Analyst 5 in the Financial Services Division. This position is located in Tumwater, Washington, and is not union-represented.

Fiscal Analyst 5 (Range 59) salary range: $61,632 - $82,896
The base pay actually offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

In addition to the salary listed above, Legal Assistant 4 incumbents assigned to our Seattle office location receive a 15% Legal Assistant Assignment Pay stipend plus an additional 5% King County Location Pay stipend. If a position is designated as requiring dual language skills, incumbents will also receive a 5% Dual Language Requirement Pay stipend.

Division Information:

The Financial Services Division (FIS) provides support and accountability for agency financial and budgetary decisions and practices. FIS ensures that the reporting and transmission of agency financial information is complete, accurate and timely. FIS is also responsible for agency budget development and monitoring in addition to accounting, payroll, contracts and purchasing functions. FIS contains three main sections: Accounting, Contracts and Budget.

The Accounting Services Unit is responsible for Accounts Payable, General Accounting, Accounts Receivable, Revenue, Purchasing, Timekeeping and Payroll functions. This unit processes employees' travel vouchers, vendor invoices, purchase orders, manages agency inventory, partners with the state and federal auditors, accounting for federal grants, produces our federal indirect rate, distributes cost allocations, provides cash management, daily deposits, wire transfers, local bank services including settlement monies, legal services billing and the preparation and disclosure of our financial statements.

In addition, the unit ensures all transactions processed comply with state and federal requirements and reconciles all parts of the agency's reportable financial structure. The unit also manages the internal timekeeping system to generate the legal invoices distributed to most state agencies, boards, and commissions.

The Fiscal Analyst 5 – General Accounting, reports to the AGO Accounting Director and has a group of four staff. The Accounting Director reports to the AGO Chief Financial Officer and has a group of five staff and has oversight of the OneWA project in addition to activities listed above.

Duties

What does a Fiscal Analyst 5 do?

This position interacts with all levels of staff at the AGO and external stakeholders in order to effectively:


  • Function as IRS Compliance Expert for payments, reporting agency 1099s, and W-9 reconciliation and maintenance.
  • Provide oversight, review and processing authority for receivables and revenues for all programs, maintenance and compliance.
  • Use specialized and broad understanding of diverse components of federal and state regulations as they pertain to complex and non-routine fiscal obligations related to the agency’s mission.
  • Develops, recommends, implements and administers agency fiscal programs designed to enhance agency effectiveness, control expenditures, provide needed services and tools, and assure conformance with the laws, policies and procedures including internal controls, receivables, revenues and makes suggestions for accounts receivables, encumbrances and revenue tracking.
  • Review and analyze AFRS reports to respond to inquiries from vendors and general ledger reports for agency personnel concerning revenues.
  • Ensure that cash receipts and various revenues are deposited appropriately, consistently, accurately and in a timely manner. Establishes and develops policies and procedural updates and changes as needed. Reviews processes and procedures regularly and makes recommendations for changes if necessary.
  • Prepares annual financial report for OFM; reconciles and audits accounts at fiscal year-end; prepares disclosures and financial documentation for management approvals.
  • Ensure all monies are reconciled and posted accurately and timely both within the State treasurer and local accounts for monthly financial reporting to management. Technical expert in reviewing and processing authority for various collection processes, which include 126 million yearly in legal service payments, 65 million yearly in local restitution accounts, 3.3 million yearly in federal grants and various other revenue sources. This requires a specialized and broad understanding of the diverse components of federal and state regulations as they pertain to complex and non-routine fiscal obligations related to the agency’s mission.

Qualifications

A Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and four to five years of relevant professional experience. Professional experience may substitute for education but not for the credit hours.

A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

Conditions of Employment


Per AGO Policy, employees and volunteers of the AGO must be fully vaccinated as a condition of employment. Being fully vaccinated means that an individual is at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Effective March 14, 2022, the AGO announced pursuant to its policy, that employees and volunteers must also receive a booster shot as a condition of employment. Employees or volunteers who are not eligible to receive the booster before their start date, due to required waiting times after receiving their initial vaccine(s), must provide confirmation of the vaccine type and date received so the AGO can calculate the date by which they must receive the booster. If you are selected to serve within the AGO as an employee or volunteer, you will be required to provide proof of vaccination and booster (if already received) before you are able to begin work.
