The County of Yolo is recruiting to fill two Extra-Help positions in the class of Outreach Specialist I at the Assessor/Clerk-Recorder/Elections (ACE) department within the Elections branch. These are full-time, seasonal positions with assignments beginning in September 2022 and terminating in December 2022.

The practices and functions of the Elections branch reflect the experience of many years, by long-serving, dedicated staff who adhere to the State of California and Federal Election Codes. Conducting elections involves more than counting ballots on Election Night. It is a year-round operation: maintaining voter records, determining which candidates and initiatives are eligible to appear on the ballot, preparing for upcoming elections and documenting past ones. In the months preceding an election, when our workload is highest, our year-round staff is supplemented by a valued group of extra-help employees.

Elections must be fair, accurate, private, and transparent. Our staff is determined to provide friendly, courteous, and prompt customer service to every voter, candidate, and election campaign. The Outreach Specialist, Extra Help position, will offer the right candidate(s) with the opportunity to become a trusted member of a successful team; one that is valued, acknowledged, and supported with the tools to better serve the people of Yolo County. The ideal candidate will have experience and/or education in the public service field, experience facilitating small and large groups of diverse organizations, experience building partnerships with internal and external partners, and be detail oriented to keep multiple processes and requirements on track.

Additionally, the following duties can be typical of those performed by employees in this classification:
  • Research, develop, plan and coordinate community outreach program activities;
  • Provide information regarding activities, services and resources available through the Elections Office and/or ACE Division;
  • Develop and prepare voter information and education materials and professional presentations;
  • Attend community meetings and serve on committees or boards as the department's representative;
  • Works with school administrators, post-secondary faculty, local business leaders, and community members of all ages- youth and older adults, to promote civic and voter engagement activities in efforts to increase voter participation;
  • Works with service providers and other partner agencies and community members to promote voter registration, voter education, increase voter turnout;
  • Organizes community events- conferences, information fairs, special events and other activities as needed;
  • Meets with service providers, community-based agencies and/or community organizations to develop shared goals collaborative and/or education efforts;
  • Makes and delivers presentations for diverse, target audiences (youth, young voters, older adults, voters with accessibility issues, special groups, language diverse groups, and other pertinent identified groups, and individuals by request;
  • Recruits and coordinates guest speakers for presentations;
  • Uses complex multi-image equipment for presentations and may assist in the development of media and outreach material;
  • Serves as a liaison between various community-based organizations, neighborhood groups, civic groups, service clubs, schools, youth organizations, local businesses, local, state and regional programs and other groups to maintain open lines of communication with the department;
  • Develops and maintains positive public and community relations;
  • Plans, develops, and implements county wide, and regional events when appropriate;
  • Assists with development of program goals and policies consistent with local, statewide and national efforts;
  • Participate and/or conduct needs assessment analysis to identify community outreach needs;
  • Prepares written progress and evaluation reports and statistics for granting/funding agencies and department or county managers as needed;
  • Provides information on program events and activities to local news media;
  • Helps in the development and implementation of task force and committee agendas and minutes;
  • Develops and implements Poll Workers and Election Workers training based on established state and federal standards;
  • The position may also require the performance of different office essential functions depending upon work location, assignment, or shift.

Essential Functions

Employment Standards

Education: Bachelor’s Degree from an accredited college/university in Sociology, Psychology, Social Services, Public Administration, Communications, Recreational Science, Child Development and/or Health Education, Public Health, or a related field; and

Experience: One year of volunteer or paid work experience with community organizations, schools, or working with prevention and/or education programs.

Substitution: Five years of directly related work experience working with community organizations, schools, or prevention and/or health education programs is also qualifying and may be substituted for the required education.

Knowledge of: principles and practices of health promotion, emergency preparedness, substance abuse and/or health prevention issues, working with at-risk youth and/or adults, or special populations; the effects of alcohol and drugs on youth development and at-risk behaviors, and/or health related issues and behaviors that effect overall health and lifestyles of a specified population; organizations, programs and resources available within the community that work on reducing youth alcohol/drug related problems and promote mental health, and/or health promotion and disease prevention; basic techniques for identifying psychological and physiological effects of drug and alcohol abuse, or techniques for making healthy choices; mental illness and its risk and protective factors; theories of child, adolescent, adult and family dynamics; basic practices of program design, evaluation and management and/or understanding of health education principles and practices, appropriate planning and development techniques of special health programs and events; and youth development model and framework; nutrition education, the effects of alcohol and drugs on youth development and basic techniques for identifying psychological effects of drug and alcohol abuse, control of spread of infectious diseases and/ or emergency preparedness.

Ability to: motivate volunteers and work with youth and adults in a supportive, enthusiastic, non-judgmental manner; prepare and present educational materials and other programs before large groups of students and adults in a variety of audiences; plan, organize, and coordinate drug and alcohol abuse prevention events and activities and/or general or specific health education, prevention and outreach activities; organize, promote, and conduct public meetings and recruit appropriate members for task forces and committees; prepare clear and effective reports, correspondence, informational materials and exercise sound independent judgment within established guidelines.
Some positions may require the ability to speak, read, write and understand a language other than English, and may be required to work some evenings and/ or weekends.


License:
