Engineer Series (Principal Engineer and Engineer) Job at Clean Water Services
The Water Resource Recovery Operations and Services department currently has multiple openings in the Treatment Plant Services program for an Engineer and Principal Engineer.
The distinction between the positions are:
The Engineer position performs advanced professional project management, serves as a project engineer on difficult, complex projects; applies advanced engineering knowledge to the solution of design, maintenance, improvement and construction problems pertaining to the District infrastructure and private development; may seal engineering plans with manager authorization; and performs related duties as assigned. The salary range for this position is $89,725.00 - $123,371.00.
The Principal Engineer position performs in all aspects of engineering as it relates to wastewater treatment and pumping, including facilities planning, design, and construction management. Plans, coordinates, and manages capital expansion programs. Oversees the coordination of the work with government agencies and other stakeholders, including contractors, consultants, and other Clean Water Services departments and divisions. Ensures the District remains compliant with current and future regulatory requirements, while minimizing interruptions to the operations and maintenance of the wastewater treatment facilities, pump stations, and sanitary sewer conveyance. The salary range for this position is $112,947.00 - $155,303.00.
Notes:The Engineer Series will remain open until filled. The first review of applications will begin February 13, 2023. Depending on the project, this position may drive to facilities, pump stations and District sites to conduct engineering inspections.

ENGINEER
1. Performs engineering planning for major capital construction and/or maintenance programs; researches and plans system and facilities requirements; researches records and historical design data; outlines requirements and coordinates activities for surveying and drafting to develop contract documents; coordinates with other staff to review and secure permits.
2. Designs, reviews and develops engineering plans and drawings; prepares sketches of plan layouts; supervises preparation of diagrams; selects standard details and equipment to be used and adds or revises details; prepares specification provisions; assembles bid packages; supervises drafting staff in preparing complete sets of final plans and details; coordinates, directs, plans and develops workgroup modeling and data management efforts; analyzes and performs advanced and complex engineering calculations.
3. Prepares or directs and reviews the preparation of easement documents; negotiates directly with property owners regarding easement conditions and compensation in accordance with general District policy and procedures.
4. Serves as project engineer and performs project management work on various engineering and construction projects; establishes design criteria and progress schedules; serves as liaison between District, contractors, consultants, property owners, and utilities or other agencies and works to develop plans in line with District goals; develops cost estimates and monitors project costs and progress; arranges, facilitates and attends pre-design and pre-construction meetings; reviews and approves material submittals; makes field design changes and recommends and negotiates change orders; prepares project budgets; prepares documents to be submitted to the Board of Directors; prepares, reviews and approves work orders; develops and analyzes project alternatives; monitors completed projects in case of needed warranty repairs.
5. Reviews and monitors work by outside consultants and administers consultant contracts; prepares standard operating procedures and requests for proposals; evaluates and rates proposals; negotiates scope of work and contract terms; evaluates project schedules; authorizes payments; prepares contract documents for bidding, including cost estimates and project schedules; advertises for and evaluates construction bids; reviews consultant designs and plans to ensure conformance with District goals.
6. Monitors work in progress, including monitoring and conducting regular and emergency field investigations and inspections, to ensure compliance with approved plans, specifications and standards; analyzes data and results of instrument readings; prepares inspection reports.
7. Compiles and maintains project records, documents and databases; maintains work order logs and ensures documents are updated to reflect changes; develops and designs databases for project data.
8. Prepares and delivers presentations of technical data and results to technical review committees, District staff and other governmental agencies; keeps up-to-date on current technology in field of specialization through reading professional literature, attending conferences and training sessions.
9. Coordinates major construction projects with other District department and agencies and represents the District on multi-jurisdictional projects; attends public meetings to present project plans; reviews and analyzes construction projects planned by other agencies for potential impact on District operations; confers with personnel from other departments and agencies regarding current and proposed construction projects.
10. Provides technical guidance, assistance and training to professional and technical staff to ensure compliance with plans and specifications; reviews field engineering problems with bureau staff and contractors.
11. Prepares a variety of special engineering studies.
12. Assembles stakeholder groups, conducts meetings and develops consensus; attends a variety of meetings to determine citizen concerns, discuss potential solutions and limitations, identify course of action and initiate solutions.

PRINCIPAL ENGINEER
1. Manage the development of District capital improvement or development services programs. Oversees and/or supervise a variety of organizational and operational studies and investigations; definition and prioritization of construction or modification needs; development of supporting ordinances and standards; preparation of cost estimates and financial forecasts.
2. Manage the implementation of the District's capital improvement or development services programs including phasing and progress review to assure budgetary, technical, timeliness, quality, and legal requirements are met. Prepares regular monitoring and status reports on program progress and goals.
3. Provide complex design solutions and regulatory interpretations in light of technical, regulatory, and contractual requirements. Approve changes to design and construction contract provisions including exemptions and variations to District design and construction standards or other ordinances, design amendments, changes to scope of work, extensions/accelerations of schedules, and changes in methodology, equipment, or control processes.
4. Coordinates with electrical, instrumentation, and control improvements at the District's wastewater treatment plants and pump stations. Serves as a technical resource and provides support to electricians, instrumentation, and control systems analysts.
5. Develops planning documents and design plans and specifications. Serves as the Engineer of Record providing licensed certification for proper technical design of various projects prepared within the division.
6. Oversees the coordination of work with project stakeholders, government agencies, other District divisions, contractors, and consultants. Responds to and resolves difficult and sensitive citizen inquiries and complaints. Establishes positive working relationships with stakeholders and other jurisdictions.

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
ENGINEER:
3+ years of project management experience including leadership roles and staff supervision experience;
3+ years of experience in design and/or construction of major sanitary or surface water capital projects including conveyance systems or wastewater treatment systems;
Customarily candidates will possess a Bachelor’s degree in civil, sanitary, or environmental engineering, water resources engineering, or a related field.
PRINCIPAL ENGINEER:
5+ years of experience in managing the definition, development, permitting, review, and implementation capital improvement programs involving wastewater treatment facilities and pump stations.
5+ years of supervisory or managerial experience
Customarily candidates will possess a Bachelor's degree or higher in civil, sanitary, or environmental engineering, or a related field.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Candidates must possess current registration as a Professional Engineer in the State of Oregon at time of application or possess current registration as a Professional Engineer in another state and obtain registration in the State of Oregon within six months of hire.
Candidates must possess and maintain valid state driver’s license.
