We are looking for an individual that will coordinate and administer all-hazards emergency preparedness activities across the Port, including emergency response planning, training, and exercising. The successful candidate will also maintain operational control over and oversee operational readiness and training for the Port's Emergency Operations Center (EOC). Additionally, this person will serve as a Port liaison to local, state, and federal emergency planning and response agencies, developing and maintaining relationships with fire departments, law enforcement, EMS, public health, Red Cross, and other emergency management groups and committees.   • This position is FLSA exempt, therefore it is ineligible for overtime compensation for hours worked in excess of a 40-hour work week.
Summary of Essential Responsibilities

  • Ensure program conformity with the principles of the National Incident Management System (NIMS) and National Response Framework (NRF) and Core Capabilities guidance.
    • With input from all stakeholders, develop a comprehensive all-hazards multi-year training exercises program (MYTEP).
    • Develop various training curriculums targeting key stakeholders and response personnel and to test and validation of all Port emergency response plans, procedures, and checklists.
    • Represent the Port at the national, state, regional, and local level for emergency management functions, with a focus on training and exercising.
  • Manage, coordinate and conduct trainings and exercises, including the Part 139 Triennial Full-Scale Exercise (FSE), Annual Aviation Security, and Cyber Security Tabletop Exercises (TTX).
  • Accountable for the tracking of federally mandated NIMS compliance training; and Oregon State mandated earthquake, fire safety, and evacuation training to be conducted on an annual basis.
  • Establish a comprehensive EOC Manager and EOC Assigned Personnel training and development program.
    • Oversee the operational readiness of the PDX EOC.
    • Assist with strategic planning for the acquisition of additional equipment and resources to enhance the Port’s overall emergency response and recovery capabilities.
  • Support Veoci administrator in maintaining current capabilities, developing new capabilities, troubleshooting errors, and providing support to stakeholders who seek Veoci programming support.
  • Compile a detailed After-Action Report/Improvement Plan following each exercise and real-world activation, and work with the team to implement a process improvement program to address desired changes or modifications to plans.
  • Make critical decisions affecting airport security while acting as PDX alternate Airport Security Coordinator with 24/7 on-call duties and responsibilities.
    • Investigate security incidents to determine if a violation occurred in accordance with the PDX Rules and ASP.
    • Conduct investigations, review CCTV footage, access history analysis and in-person hearings.
    • Complete notifications for critical and non-critical violations.
    • Assist with monitoring and tracking trends in security incidents.
    • Assist with education and outreach programs for badge holders and tenants to enhance airport security and mitigate future security violations.

Minimum Requirements/Skills and Abilities

  • Bachelor's degree in Business/Public Administration, Emergency Management or related field.
  • Minimum 8 years experience in emergency planning or the equivalent combination of education and/or relevant experience.
  • Ability to maintain a valid PDX Secured Area Security Badge is required.
  • Valid Drivers license is preferred.
  • Oregon Certified Emergency Management Specialist (ORCEMS) and/or Certified Emergency Manager (CEM) certification is preferred or obtainable within the first two years of employment.
  • Geographic Information System (GIS) experience is desirable.
  • Advanced knowledge of:
    • Incident Command System, National Incident Management System, the National Response Framework and Core Capabilities.
    • Emergency Management best practices, industry standards and future vision and capabilities.
    • State and Federal regulatory guidance and standards pertaining to airports, employee safety, fire life safety, and evacuation protocols.
    • Exercise design and evaluation.
Demonstrated Skills:
  • Apply knowledge of general administrative principles including goal-setting, problem solving, program and budget development and implementation.
  • Thorough understanding of aviation security operations, airport operations, and local, state and federal aviation security regulations.
  • Handling information with appropriate levels of security and confidentiality.
  • Being an active participant in projects by providing an aviation security perspective to business processes.
  • Ability to coordinate with a diverse group of stakeholders with competing objectives and provide sound recommendations to resolve issues.
  • Present excellent written and oral presentation communication skills.
  • Successfully able to multitask and prioritize under stressful situations.

  • Working knowledge of:
    • State and federal grant programs, management, and requirements to include 49 CFR 1542.
    • Regional natural hazards and airport/office building security concerns.
Ability to:
  • Learn and operate under the Incident Command System (ICS), and National Incident Management System (NIMS).
  • Review, write & collaborate on reports, plans, procedures, letters, memos, and email.
  • Develop, execute, and evaluate emergency response exercises.
  • Lead group discussions in an orderly and timely manner.
  • Establish and maintain effective working relationships with a diverse group of stakeholders.
  • Effectively communicate with airport tenants, industry professionals, airlines and other government agencies is essential.
  • Represent the Port and Emergency Management Department at Port, local, regional, and national meetings.
