General Definition of Work

Performs intermediate technical and administrative work planning, preparing, responding to, and recovering from natural or man-made disasters or emergencies; assembling data for reports, grant submissions, or reimbursements; conducting program outreach into the community; and related work as apparent or assigned. Duties performed under the supervision of the Director of Emergency Management.

Essential Functions

· Assists the director with daily operations; constantly monitor to identify emergency situations; maintain readiness for activation.

· Responsible for initiating evaluation of all emergency plans on a regular schedule and after related incidents or activations, updating those plans as needed, and writing any new emergency plans in coordination with the director. Plans include, but are not limited to, the EOP, Regional Hazard Mitigation Plan, departmental SOGs, COOP, and the Hurricane Response Plan.

· Perform After Action Reviews of activations, evaluate deficiencies, and implement appropriate improvements.

· Responsible for reviewing and evaluating all emergency plans for long-term care facilities and assisting facilities with improvements to those plans as needed.

· Consult with officials of local and area governments, schools, hospitals, and other institutions in order to determine their needs and capabilities in the event of a natural disaster or other emergency and help to determine the best way to address those needs.

· Coordinates area agency responses for logistics of life-safety operations during State of Emergency.

· Manages the Emergency Operations Center during emergencies and exercises, to include ensuring it is in a constant state of readiness.

· Response efforts related to natural and man-made emergency events, including as a first responder to some situations as deemed necessary, evaluating the scene, investigating, and following up as needed.

· Responsible for maintaining system of tracking inventory, deployments, and equipment maintenance.

· Determine appropriate allocations of resources and assets during an event to allow respective agencies to respond effectively.

· Administers the submittal process for purchase requisitions, payments, reimbursements, or deposits; reconciles purchasing cards.

· Procurement of goods and services deemed appropriate to respond in emergency situations.

· Makes budgetary estimates and works in coordination with the director on all financial planning to ensure proper future operations.

· Maintains cost reports for state and federal grants; prepares and submits reports. Searches and applies for grants for emergency management activities as appropriate. Administer any grants received as appropriate and determines allowable costs related to grants.

· Applies for FEMA reimbursement to include training staff on proper paperwork, compiling necessary reports, and following up with other entities as needed to secure appropriate reimbursement.

· Participates in exercises and training as required with the Brunswick nuclear power plant.

· Trains county staff to respond quickly and effectively during emergencies through exercises of standard operating guidelines.

· Attends trainings, conferences, or exercises to stay abreast of current emergency management practices.

· Coordinates public outreach to include the CERT program, educational events, social media educational outreach, or attending public events.

· Assist in other duties as needed or directed by the Emergency Management Director or County Management.

Knowledge, Skills and Abilities, Education and Experience

General knowledge of the local, state and federal laws and regulations regarding emergency management; thorough knowledge of all facets of emergency management operations; general knowledge of hazardous materials response and clean-up; general knowledge of radio and telephone communications systems, their operations and implementations in emergency services; general knowledge of the operation of the fire, police, EMS, and communications departments; thorough skill operating standard office equipment and related hardware and software; ability to learn specialized equipment and tools of the trade; ability to work with volunteers, volunteer organizations and related agencies; ability to communicate effectively both orally and in writing; ability to write detailed reports and prepare plans; ability to compile financial documentation; ability to establish and maintain effective working relationships with other officials, local emergency services, industrial agencies and the general public.

Bachelor’s degree and moderate experience working in public safety or emergency management or equivalent combination of education and experience.

Valid driver's license in the State of North Carolina.

This position is a safety sensitive position and subject to random substance abuse testing in accordance with the Pender County Personnel Policy and Risk Policy.

Special Requirements

Completion of ICS 100/ ICS 200/ ICS 300/ ICS 400/ ICS 700/ and ICS 800 within one year.

Completion of HazMat Operations or OSHA’s HazWOPER within 1 year.

Begin a NC AHIMT Position Specific Task Book within 2 years.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, color perception and night vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
